Dear Gus and all LWG members,

 

Thanks Gus for your comments on the agenda, which are all reasonable and are what Bekim and I have discussed and shared concerns.

 

As Gus mentioned, we won’t have enough time to discuss details of the MAPG or the Decree, but giving a brief introduction (by powerpoint presentation) of the two important progresses made by the national mine action authority. We expect the introduction will initiate the discussion among LWG members on the impacts of those progresses on the mine action working environment in Vietnam and how LWG would like to contribute to the process. Then we would agree on further communication on the topics following this meeting. 

 

The development of the Decree has not been completed, thus we don’t have a translation version. We will see if we could get the draft outlines of the Decree translated into English by Friday.

 

For the MAPG, pls. find attached the decision of the MPI minister on the establishment of the MAPG, for your reference.

 

Pls. let me and Bekim know should you have further comments and suggestion for the meeting.

The agenda looks kind of heavy on certain activities. My experience in chairing these over 3yrs was that you will need more than 15mins on Org introductions, especially as there hasn’t been a meeting for approx. a year. A lot would have changed. Also, not many are involved in the MAPG, nor will they is my understanding from previous meetings on the topic. Does it warrant that amount of time? maybe just an update on the ToR of that group would be sufficient.

 

Also, can you please send out all relevant documents by Wednesday so that participants can read up prior to attending the meeting. the draft Decree and MAPG To Rim mainly talking about. It is difficult to generate a discussion if many in the room havent seen these docs before.

 

Again, my experience is that the intro of Orgs will take longer than expected, as they will want to  highlight what they are doing, or planning to do, rather than just introduce themselves. This will throw the agenda out from the start. Either that, or the duration of the entire meeting is increased.

Dear LWG,

I hope that you are all well.

I am pleased to write to you on behalf of MAG and IC (formerly known
as VVAF). As you are aware it has been a while since the last LWG
meeting, and I am sure you’d agree that ever since there has been
developments emerging by VNMAC, progress from organizations, and also,
new people have joined.

In light of this we thought it would be a good time for all LWG
members to get together again. We have invited VNMAC as well and are
pleased to have the opportunity of listening their progress to date
and future plans. Following the meeting we also plan to pay a visit to
local bar for drinks (and a mingle), especially now that we have
newcomers!  The venue of the meeting is to be confirmed but it is
looking likely that we would chose ether a hotel or perhaps even
borrow VNMACs office.

The suggested agenda of the meeting therefore includes:

(1)    Member updates

(2)    Updates from the National Mine Action Authority (504 office),
summary of results period 2010-2015 and plan for the period 2016-2020

(3)    The development of the new Decree of Government on management
of Mine Action in Vietnam, to replace the decision no. 96 of PM in
2006;

(4)    Establishment of Vietnam Mine Action Partnership Group (MAPG),
a policy dialogue forum between Vietnamese Government, donors and
development partners in mine action

(5)    Any other businesses
