Dear LWG members,
The operation of the Mine Action Partnership Group (MAPG) has been quiet
in the last few months. As some of you might already know, the reason of
the interruption is due to the change in the structure of the National
Steering Committee on Mine Action (NSC 504), following Decision 701 of
the Prime Minister (attached), to merge the NSC 504 & the NSC 33 (toxic
chemicals left by the wars). As the TOR and core members of the new NSC
has been being finalized by the government, there has been concern
whether MAPG structure from Vietnam side would be affected. Thus, the
submission of the MAPG work plan to the MAPG co-chairs, the Vice
Minister of MPI Nguyen The Phuong and US Ambassador Ted Osius, for
approval, has been delayed subsequently.
While waiting for the completion of the approval protocol of MAPG,
Vietnam National Mine Action Center (VNMAC) is planning to convene the
1st meeting(s) of the 02 thematic working groups (TWG) that VNMAC is the
team leader:
*/1. Study and contribute comments to the development of
Circular(s) guiding the implementation of the Government Decree on
implementation and management of mine action; update and finalize the
national standards and technical regulations on mine action/*/(VNMAC)/
*/2. /**/Status of information management and recommendations for the
development and operation of the National Database Center on mine
action/*///(VNMAC)/
Dates and times of the meetings will be confirmed soon, tentatively in
the last week of November. It is planned that the meeting(s) will take
place at VNMAC premises. Tentative objectives of the 1st meeting(s) are
to (a) nominate the group team leader representing international
stakeholders; (b) agree upon the TOR of the TWGs; and (c) discuss and
agree upon the activities of TWG from now till end of 2017 and tentative
plan for the year 2018.
In order to support VNMAC to prepare for this meeting, we'd like to urge
the LWG members who haven't registered your participation into the
working groups, to do so, *by November 14*.
Following the below email dated 24 August 17, we've received feedback
from Golden West and CRS registering for the Legislation and VA thematic
working groups. Pls. note that the member organizations could register
to join more than one working groups.
Beside LWG members, VNMAC also expects the participation of other
national and international development partners at the meeting(s).
We look forward to hearing from you.
Kind regards,
Co-chairs of LWG
Simon Rea (MAG) and Nguyen Thu Ha (IC)
