It was around 3 p.m. when the helicopter dropped a cluster bomb near the home of 60-year-old Umm Nazir. Shrapnel from an exploding bomblet wounded her, and a doctor had to amputate her legs in a field hospital. </span></div>
<div><span style="line-height:18px;font-family:Arial, Helvetica, sans-serif;color:#231f20;font-size:12px;font-weight:normal;" class="yiv913129363wir_content">Human Rights Watch documented the Syrian government’s increasing use of cluster bombs in rebel-held areas in the past two weeks. These weapons, banned by most countries, are particularly dangerous to civilians because they release numerous bomblets over a large area. Many don’t explode on impact, and can maim and kill years later. </span></div>
