Chắc các bạn đã biết, Chương trình Giảm phát thải từ Mất rừng và Suy thoái rừng ở các nước đang phát triển của Liên Hiệp quốc (UN-REDD) đang lựa chọn Đại diện từ Tổ chức xã hội dân sự (Civil Society Organization – CSO) để đưa vào Ban Chính sách. Ban này chịu trách nhiệm chung về việc dẫn dắt, định hướng chiến lược và phân bổ tài chính để đảm bảo thành công chung của chương trình UN-REDD. RECOFTC – Trung tâm vì Con người và Rừng là một trong các ứng viên cho vị trí Đại diện của CSO của khu vực châu Á – Thái Bình Dương. 

Chúng tôi rất mong sự ủng hộ của các bạn cho RECOFTC trong quá trình lựa chọn này. Hạn cuối cùng để bỏ phiếu quyết định là ngày Thứ Sáu 31/8/2012. Mỗi CSO chỉ được bỏ một phiếu (bấm nút ‘submit’ một lần). Nếu CSO bỏ phiếu hai lần (bấm nút ‘submit’ hai lần) thì cả hai phiếu sẽ không hợp lệ. Các tổ chức có văn phòng ở nhiều quốc gia sẽ được xem như một thực thể thống nhất và sẽ chỉ được bỏ một phiếu.

RECOFTC là một lựa chọn phù hợp để tham gia vào Ban này và đại diện cho nhiều cộng đồng và tổ chức liên quan tới quản lý và bảo vệ rừng ở châu Á – Thái Bình Dương. Trong hơn 25 năm qua, chúng tôi đã làm việc với các bạn và nhiều bên khác để hiện thực hoá ngành lâm nghiệp cộng đồng hiệu quả, nâng cao năng lực của các bên tham gia ở tất cả các cấp độ và bảo đảm rằng những trải nghiệm và quan điểm của các cộng đồng địa phương và các nhóm xã hội dân sự được chia sẻ trong khu vực và trên toàn cầu. Quá trình làm việc lâu dài trong khu vực này đã đem tới cho chúng tôi danh tiếng là một “người trung gian trung lập” từ các chính phủ, người dân địa phương, và các nhóm xã hội dân sự. Trách nhiệm của chúng tôi với vai trò là một trung tâm kiến thức về lâm nghiệp cộng đồng của khu vực đã cho phép chúng tôi giao tiếp một cách hiệu quả và thúc đẩy đối thoại và giúp sắp xếp sự đồng thuận trong những vấn đề về rừng từ rất nhiều bên liên quan. 

REDD là một cơ hội quan trọng không chỉ với giảm thiểu biến đổi khí hậu và cải thiện tình trạng rừng trên thế giới, mà còn đối với sự nâng cao sinh kế và phúc lợi của người dân địa phương, những người sống dựa trực tiếp vào những tài nguyên này. Trên thực tế, sự ràng buộc của những bên liên quan và các nhóm làm việc với họ là yếu tố then chốt để bất kỳ chiến lược quản lý rừng bền vững nào được thành công. Là đại diện của CSO khu vực châu Á – Thái Bình Dương, RECOFTC sẽ cam kết để bảo đảm rằng tiếng nói của các cử tri của mình được lắng nghe tại các cuộc họp của Ban Chính sách Chương trình UN-REDD, và bảo đảm các nhóm địa phương cũng như tất cả các bên liên quan làm về rừng trong khu vực có được thông tin đầy đủ về các quyết định và chính sách ảnh hưởng tới rừng của khu vực.

As you may have known, the UN Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD Programme) is seeking to identify Civil Society Organization (CSO) Representatives to its Policy Board. The Board provides overall leadership, strategic direction, and financial allocations to ensure the overall success of the UN-REDD Programme. We would like to encourage you to cast votes for these important positions, and ask that you consider RECOFTC – The Center for People and Forests for the position of CSO Representative to the Asia-Pacific region.

Please cast your ballot by 31 August 2012 to ensure that your vote is counted. Please do bear in mind that only CSOs are eligible to vote and each CSO can only cast one vote for the representative (i.e. select ONE candidate in the list).  Organizations with offices in multiple countries will be treated as single entities and will only be eligible for one vote.

RECOFTC is well-positioned to serve on this Board and represent the many communities and organizations involved in the management and protection of forests in Asia-Pacific. For over 25 years, we have worked with you and many others to make effective community forestry a reality, building the capacity of thousands of stakeholders at all levels and ensuring that the experiences and viewpoints of local communities and civil society groups are shared regionally and internationally. This long history of work in the region has earned us a reputation as being an ‘honest broker’ from governments, local people, and civil society groups. Our function as a regional knowledge hub on community forestry has allowed us to effectively communicate and facilitate dialogue and help marshal consensus on forest issues from among a wide range of stakeholders.

REDD represents an important opportunity not only to mitigate climate change and improve the health of the world’s forests, but also to uplift the livelihoods and welfare of the local people who depend directly on these resources. Indeed, the engagement of these stakeholders and groups working with them is crucial if any sustainable forest management strategy is to succeed. As the Asia-Pacific CSO representative, RECOFTC would be committed to ensuring that the voices of its constituency are heard at UN-REDD Programme Policy Board meetings, and that local groups and all forest stakeholders in the region are kept well-informed on decisions and policies affecting the region’s forests.
