[Ngo Climate Change] A Mitigation Project launched in Dong Hoi, 3 April 2013

On 3rd April 2013 the Inception Workshop for the Regional Project titled
"Harnessing Climate Change Mitigation to Benefit Women" was held in Dong
Hoi, Quang Binh as the first formal event of the three-year project being
implemented in Cambodia, Lao PDR and Viet Nam . 

 

Participants in the workshop were representatives from the Quang Binh
People's Committee, the Provincial Department of Natural Resource &
Environment (DoNRE), Department of Labor, Invalids & Social Affairs
(DOLISA), the Quang Binh Women's Union, Dong Hoi Women Union, Dong Hoi Red
Cross, various Dong Hoi government offices, and the Quang Binh Urban
Environment Co. Ltd. (URENCO). The Center for Sutainable Rural Development
(SRD) is assisting Women Organizing for Change in Agriculture & Natural
Resource Management (WOCAN) and the Institute for Global Environment
Strategies (IGES) to implement the project in Viet Nam. 

 

The Project will support human resource and technical capacity development
for implementing agencies to integrate gender analysis in climate change
policy frameworks and screening of emission reduction projects; for women's
groups to gain co-benefits from appropriate emissions reductions
technologies; and national/sub-national women's ministries to engage in and
promote more equitable benefit distribution of climate change finance.

 

The Inception workshop has laid out three outcomes of the Project, as
following:

-          Enhancement of gender mainstreaming in national, provincial
climate change strategies, action plans and mitigation plans. 

-          Effective mechanisms supporting stakeholder engagement process
and gender equitable benefit distribution identified for replication

-          Implementation of three pilot projects by women's groups to
develop local tools and mechanisms to access climate financing.

The primary agencies implementing this project are URENCO, the provincial
Department of Natural Resource & Environment, the Quang Binh Women's Union
and the Dong Hoi Women's Union. The Project will build on existing ADB
investments to pilot a model to develop low carbon projects with
gender-equality benefits and demonstrate how climate financing can provide
benefits to women for their contributions to GHG reductions in addition to
productive industries. In Viet Nam, the Project will complement the existing
ADB-supported Coastal Cities Urban Environment and Climate Change Project
(in Dong Hoi) by providing focused support to engage women's groups as
agents of change and access climate finance.
