Flood Disaster Risk Management in a Changing Climate

BANGKOK, Thailand - The 12th International Training Course on Flood Disaster
Risk Management in a Changing Climate (FDRMCC-12) will take place on 7-18
October 2013 in Bangkok. Organized by Asian Disaster Preparedness Center (ADPC),
the course will be a unique opportunity for development and disaster risk
reduction practitioners from the government, international organizations, UN
agencies, NGOs, civil societies organizations and the private sector to gain
up-to-date and relevant knowledge and skills on flood disaster risk management.

Participants of the course will be guided through a rich international
experience. They will participate in courses and activities such as natural
disaster mitigation; model training experience; case studies; audio visual
tools; field visits and interactive learning strategies. They will learn to
evaluate flood risk, access vulnerability and capacity to respond, develop
comprehensive strategies for flood risk management by applying Climate-smart
structural and non-structural measures for flood risk mitigation, and craft
preparedness and response plans for effective flood risk reduction.

Overall, the training course has been designed to achieve the goal of CREATING
FLOOD RESILIENT COMMUNITIES.

Course ​participants working to identify the flood prone areas and evaluating
flood vulnerability and capacity in a previous Flood Disaster Risk Management
Training Course.

ORGANIZATIONAL BRIEF

As the most hazard prone region in the world, Asia-Pacific must proactively
manage its disaster risk. For nearly 30 years, the Asian Disaster Preparedness
Center (ADPC) has been making Asia-Pacific safer by strengthening disaster
resilience at all levels.

Established in 1986, ADPC is as an independent non-governmental organization.
With headquarters located in Bangkok, Thailand, ADPC has country office in
Bangladesh, Lao PDR and Myanmar. ADPC's well-established networks with
government line agencies and strong partnerships with regional organizations and
development agencies provide the foundation for their work.

ADPC deploys disaster risk management (DRM) information and systems to reduce
local, national and regional risk across Asia-Pacific. Its portfolio focus on
DRM capacity building, improving DRM for cities and climate change,
mainstreaming DRM into national and local development, improving DRM systems and
undertaking disaster risk assessments. To achieve its aims in disaster risk
reduction, ADPC works closely with local, national and regional governments,
governmental and non-governmental organizations donors and development partners.

COURSE MODULE

The FDRM course offers an integrated approach to flood risk management, which
enables a holistic view of flood risk and the required measures for flood risk
reduction. The course combines a unique blend of theoretical knowledge and
practical exercises from international and local flood risk management
experience. The course is divided into seven modules as follows:

* Concept of Climate Change and Global Warming
* Climate Change and Flood Vulnerability: Challenges in Implementing Flood
Risk Reduction Interventions
* Developing Climate Scenarios and Finding Option for Adaptation

MODULE 3: Flood Risk Assessment
* Basic Principles and Aspects of Flood Assessment
* Flood Vulnerability and Capacities Assessment
* Flood Risk Assessment Process

MODULE 4: Flood Risk Mitigation
* Concept and Importance of Floodplain Management for Flood Risk Mitigation

NOTE: The above contents are the general topics to be covered. ADPC’s ongoing
course improvement may lead to some changes in topics and structure.

Participants having group discussion on Preparedness and Response Planning

COURSE FEE

Package A with accommodation: US$3,175
Package B without accommodation: US$2,275

The standard course fee of US$3,175 which covers course tuition, training
materials, single accommodation with breakfast (13 nights), two break
refreshments and lunch (Monday-Friday) during the training, and study visits.
Participants will be responsible for their own travel expenses and arrangements,
airport transfers, visa application, lunch on weekends, all dinners,
health/accident insurance, and other personal expenses.

Participants who wish to seek own accommodation can choose package B of US$2,275
