*Abstract*



Water is essential for life and water institutions are changing. In
response to rising global population, economic growth, and climate change
and changing energy needs, the way we view, use and manage water resources
is necessarily evolving. As the Vietnamese economy develops, transition
from a low-middle income country to middle-high income country, management
of the country’s natural resources in general and water resources in
particular will become increasingly important. It is thus imperative to
have effective and appropriate water governance and institutional design.
This paper provides a review of the institutional arrangements used in the
global water sector, an overview of alternative Vietnamese frameworks and
summarize the implications for Vietnam.  A selection of 53 countries of
different economic status spanning five continents was used in the
compilation of this study that enabled inferences on governance trends,
institutional structures and paths, and methods and mechanisms of water
management to be made. An analysis of these yields insight into different
approaches and enables recommendations for executive level reform or
restructuring.
