Please find below, and attached, the announcement for the next technical meeting of the S-CCWG in HCMC. My apologies for the changing date for the meeting, but hopefully this is now fixed.

Please confirm with me by Friday 4 April if you would like to participate in the meeting so that I can make sure we have a suitably sized venue. I am looking for someone to volunteer a venue in HCMC since IUCN's meeting room will be far too small. And please come prepared, having read the MDP and with questions.

Planning for Climate Change: The Mekong Delta Plan (MDP)

Purpose of the meeting:

MDP Chief Technical Advisor, Martijn van de Groep, will take participants through the key proposals in the MDP including the 4 economic development scenarios, 10 proposed measures, and proposed institutional arrangements. Questions and debate on the MDP will be welcome. Martijn will also inform participants on what is being planned for a June conference on the MDP.

Background on the MDP

In 2010, the Prime Ministers of Viet Nam and the Netherlands agreed to support the preparation of the Mekong Delta Plan (MDP); a 100-year vision for the Mekong Delta. The MDP was modelled on a plan that was prepared for the Rhine-Meuse-Scheld Delta in the Netherlands in 2008.

Under the Vietnam-Netherlands Strategic Partnership Arrangement on Climate Adaptation and Water Management, work on the MDP in Vietnam began in early 2012. The Vietnamese partners were MONRE and MARD, and the initiative was coordinated by Department of Water Resources Management in MONRE. A Dutch led consortium including the Dutch government, Royal Haskoning DHV (consortium lead), Wageningen University, Deltares, Rebel Group, and Water.NL provided technical assistance and drafted up the MDP.

Since 2012, several draft MDPs went through several public consultations. The first was held in Tien Giang in December 2012, and others were conducted in September (farmer focus groups, selected experts and provincial leaders + SWSC) and December 2013 (leaders from all 13 Provinces) which were supported by IUCN.

The final report of the MDP was presented to the Deputy Prime Minister of Vietnam, Hoang Trung Hai, on 16 Dec 2013, in Hanoi.

A June 2014 conference to expose the MDP to a broader audience is being planned and where key pipeline development projects are to be tested against the no-regret principles espoused by the MDP. Key donors have supported no-regret principles outlined in the MDP, and raised important questions for the government to consider such as questioning the wisdom of pursuing a food security policy based on rice intensification, and viewing increasing salinity as an opportunity rather than as an enemy (see attached Joint Development Partners Statement).
