Dear colleagues,

Viet Nam is particularly vulnerable to adverse effects of climate change. The Vietnamese authorities have several strategies to reduce exposure to climatic extremes and related environmental pressures, including resettlement of households and support to housing of low income and vulnerable people. The establishment of climate-resilient houses and (re)settlement areas could be very important in reducing exposure and increasing resilience and security of vulnerable households. Many people are also choosing themselves to change their livelihood strategies and migrate to other parts because local economic and environmental pressures are high and some pressures are increasing as a result of climate change. Migration is one livelihood strategy that is playing an increasingly important role in reducing local exposure and vulnerability and increasing economic opportunities.

The UNDP, UNFPA and IOM with national partners have completed research and are publishing a policy discussion paper on Migration, Resettlement and Climate Change in Viet Nam: Reducing exposure and vulnerabilities to climatic extremes and stresses through spontaneous and guided migration. The Department of Cooperatives and Rural Development in Ministry of Rural Development and Agriculture is developing a project on capacity building on mobility and resettlement in the context of climate change, which will be informed by this paper, among other climate related policies and programmes that Viet Nam is and may be developing.

Sharing the same concerns on resettlement and climate change, UN agencies and the Department of Cooperatives and Rural Development jointly organize a Workshop on Migration, Resettlement and Climate Change. It aims to examine the vulnerability of households after the resettlement and analyze the current policies, strategies and social protection programs in supporting migrants and resettled people, especially climate migrants.

The tentative agenda of the seminar is enclosed.

Di cư và tái định cư đóng một vai trò quan trọng trong cuộc sống và sinh kế của các cá nhân và cộng đồng cũng như sự phát triển của toàn xã hội Việt Nam. Trong bối cảnh biến đổi khí hậu diễn ra với cường độ ngày càng tăng, di cư và tái định cư thực sự là giải pháp ứng phó và thích ứng với biến đổi khí hậu hứa hẹn nhiều tiềm năng. Thêm vào đó, việc xây dựng các khu nhà ở chống chịu với thiên tai và biến đổi khí hậu ở các khu tái định cư sẽ giúp người dân tái định cư an toàn trong thiên tai và ổn định cuộc sống.

UNDP, UNFPA và IOM đã hoàn thành báo cáo thảo luận chính sách về di cư, tái định cư và biến đổi khí hậu. Cục Kinh tế hợp tác Bộ NN&PTNT đang xây dựng đề án tăng cường năng lực về di dân tái định cư do biến đổi khí hậu ở Việt Nam. Cùng chung mối quan tâm về tái định cư và biến đổi khí hậu, UNDP và Bộ NN&PTNT cùng tổ chức hội thảo này với mục tiêu chính “Phân tích cụ thể tình trạng dễ bị tổn thương của  các  hộ gia đình sau khi tái định cư (sinh kế, nhà ở, cơ sở hạ tầng …) và các chính sách, chiến lược và các chương trình bảo trợ xã hội hỗ trợ cộng đồng sau khi di cư và tái định cư, đặc biệt là di cư và tái định cư liên quan đến thời tiết cực đoan và biến đổi khí hậu”.
