SEMINAR "FINE DUST POLLUTION: THE DARK SIDE OF HUMAN ACTIVITIES"

The seminar was organized by L'Espace, Live & Learn and IRD on World Environment Day 2020 (June 5), in order to raise public awareness about the problem of post-combustion emissions (the main cause of air pollution), and synthesize studies of fine dust to date. The program was attended by Mr. Xavier Mari, researcher of IRD; Ms. Nguyen Thi Nhat Thanh, researcher of FIMO; Ms. Do Van Nguyet, director of the Live & Learn Vietnam.

MAP OF FACTORIES AND CRAFT VILLAGES MAY BE SOURCES OF AIR POLLUTANTS EMISSION

This map, developed by Vietnam Clean Air Network (VCAP), provides brief information about the location, capacity, scale, and other details of coal power plants, steel factories, cement factories, craft villages in different cities and provinces in Vietnam.

USAID ENVIRONMENT PROGRAM CONSULTATION WORKSHOP IN VIETNAM: "FROM CLEAN AIR LESSONS TO FUTURE ENVIRONMENTAL PROGRAMS"

USAID Vietnam is developing a strategy for the environmental program and organizing consultative meetings with local experts and partners. With the support from Live & Learn, USAID organized a workshop on 04/06/2020, where key stakeholders can review and reflect the initial collective action experiences from Clean Air Green Cities project in 2017-2020 and discuss the opportunities and recommendations for environmental sustainability in Vietnam.

LIVESTREAM: AIR POLLUTION AND THE IMPACTS OF COVID 19 - EXPERT PANEL SESSION

On May 07, the U.S. Embassy in Hanoi held an online seminar on "Air Pollution and Impact of COVID-19". The experts discuss the current air pollution in Vietnam and steps to take to protect our health in the context of COVID 19. The discussion attracted 30,000 viewers and 96 comments.

Researches and highlighted news on air pollution in Vietnam in the 2nd quarter of 2020

NEWS: THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT PROPOSES A NUMBER OF MEASURES TO IMPROVE AIR QUALITY

In early June 2020, the Ministry of Natural Resources and Environment held a meeting with relevant agencies to discuss the draft of the Prime Minister's Directive on strengthening control of air pollution in urban areas. The Ministry plans to propose that the Prime Minister directs different ministries, cities, and provinces to implement a number of urgent solutions. In particular, Hanoi, Ho Chi Minh City, provinces and cities at high risk of air pollution need to develop and organize the implementation of local air quality management plans; prioritize monitoring and evaluation activities to identify sources of particulate matter pollution in order to control and have solutions to control and reduce them.

NEWS: HANOI PROPOSES TO BAN STRAW BURNING

Hanoi Department of Natural Resources and Environment has recently submitted Report No.4836/TTr-STNMT-CCBVMT to Hanoi People's Committee on issuing a ban on burning straw, crop residues and domestic solid waste. According to this report, the Department advises the Committee to instruct its districts to support local people in switching from open burning to environmentally friendly treatments from now until December 31, 2020. DONRE proposes that from January 1, 2021, there will be no more burning of rice straw, crop residues and domestic solid waste in Hanoi.

ASSESSING THE EFFECT OF SOCIAL DISTANCING DUE TO COVID-19 EPIDEMIC ON AIR QUALITY IN HANOI, VIETNAM

A group of international and Vietnamese scientists collaborate with Hanoi DONRE and Live & Learn to conduct a research on assessing the impacts of social distancing during COVID-19 on air quality by using  the ground monitoring station data and meteorological information. The initial results of the research will be evidence for environmental agencies to promote the implementation of clean air policies in the near future as well as enhance health protection solutions. The research is expected to be completed by early July 2020.

POLICY RECOMMENDATIONS "IMPACT OF COAL POWER ON AIR QUALITY AND HEALTH IN VIETNAM"

Prof. Dr. Hoang Xuan Co, Jacob, Daniel J., Sulprizio, Melissa Payer, Lauri Myllyvirta, Tran Dinh Sinh, Nguyen Thi Hang, Nguyen Thi Anh Thu and Tran Vu Diem Hang

This research was conducted by GreenID in collaboration with national and international experts from October 2018 to June 2020 aiming to contribute to the Government's development of environmental management policies in order to achieve the set goals of the draft Power VIII Plan and the amended Law on Environmental Protection. The study analyzes four scenarios of coal power development in which air pollutant emissions were calculated for each scenario and thereby assessing the distribution of pollutants and the burden of disease and premature death in the territory of Vietnam.

CHEMICAL CHARACTERIZATION AND SOURCE APPORTIONMENT OF AMBIENT NANOPARTICLES: A CASE STUDY IN HANOI, VIETNAM

This is a comprehensive study on the levels, chemical compositions, and source apportionment of PM0.1 conducted in Hanoi, Vietnam. The results showed the contributions of five major sources to the PM0.1 mass including traffic (gasoline and diesel emissions, 46.28%), secondary emissions (31.18%), resident/commerce (12.23%), industry (6.05%), and road/construction (2.92%).

ANALYSIS OF ROADSIDE AIR POLLUTANT CONCENTRATIONS AND POTENTIAL HEALTH RISK OF EXPOSURE IN HANOI, VIETNAM

In this study, the vehicle density and shares of different vehicle types, the traffic flow velocity and roadside air pollutants concentrations were monitored in Chua Boc street, a typical arterial road in the city. The shares of the motorcycle, car and bus fleets in the total on-road traffic in the street were 78.4-87.3, 12.3-20.2 and 0.4-1.4%, respectively. The decrease in vehicle speed during rush hours were strongly correlated with the increase in concentration of PM10, PM2.5 and other pollutants. The average concentrations of PM10, PM2.5, SO2, NO2, CO and NMVOC during the rush hours were the following: 117.1 ± 8.5, 65.2 ± 10.6, 113.5 ± 10.9, 138.5 ± 16.0, 6792 ± 998 and 451 ± 71 µg/m3, respectively, which were about 1.9-2.6 times above the levels during non-rush hours.

APPLICATION OF WRF-CHEM TO SIMULATE AIR QUALITY OVER NORTHERN VIETNAM

This research marks the first time WRF-Chem (Weather Research and Forecasting with Chemistry) model is implemented and validated against ground-based observations for meteorological and atmospheric variables in Northern Vietnam. The results suggested that further improvements of the model and local emission data are needed to reduce uncertainties in modeling the distribution of atmospheric pollutants. Assessment of biomass burning emission on air quality in summer was analyzed to highlight the application aspect of the WRF-Chem model. The study may serve as a reference for future air quality modeling using WRF-Chem in Vietnam.

SEASONAL VARIATION, SOURCES, AND HEALTH RISK ASSESSMENT OF INDOOR/OUTDOOR BTEX AT NURSERY SCHOOLS IN HANOI, VIETNAM

This study aims to estimate BTEX (benzene, toluene, ethylbenzene, and xylene) levels, sources, and assess their health risk at ten preschools in Hanoi, Vietnam. Two sampling campaigns were conducted in November and December 2017, and May and June 2018. The results showed that there were sources of toluene, ethylbenzene, and xylenes, probably associated with paint’s solvents, glues, and cleaning agents. Outdoor BTEX originated from common sources, being mainly composed of automobile traffic.

INVESTIGATION OF INDOOR AND OUTDOOR AIR QUALITY AT ELEMENTARY SCHOOLS IN HANOI, VIETNAM

This study focuses on monitoring the air quality inside classrooms at some elementary schools (ELS) of Hanoi with representative parameters including PM2.5, PM10, CO2, NO2, and VOCs. The results indicated that the main air quality issue in schools is particulate matters, particularly PM2.5. It also showed that schools locating near traffic roads have concentrations of 2 - 3 times higher than standards. VOCs concentration levels are high indoor and in school yards located near markets and traffic roads. Two significant factors effecting air quality of schools are traffic and activities of residential areas around them.

With support from GIZ, the Institute of Strategy and Policy on Natural Resources and Environment (ISPONRE) has issued a series of newsletter on air quality in Viet Nam. The series covers four thematic topics: (i) Air Quality Management in Viet Nam; (ii) urban air pollution in Viet Nam; (iii) the impacts of air pollution; and (iv) mitigation of air pollution impacts in Viet Nam. The first volume, Natural Resources and Environment Policies and Practices, focuses on Air Quality Management in Viet Nam. The publications offer a range of perspectives and information for government agencies, experts, and the public, providing a comprehensive understanding of measures aimed at improving air quality nationwide.

REAL-TIME AIR POLLUTION MONITORING WITH SENSORS ON CITY BUS

This paper presents an experimental study on real-time air pollution monitoring using low-cost wireless sensors on public transport vehicles. The study is part of the GreenIoT project in Sweden, which utilizes Internet-of-Things to measure air pollution level in the city center of Uppsala.

AIR POLLUTION IN CHINA BACK TO PRE-COVID LEVELS AND EUROPE MAY FOLLOW

Air pollution in China has climbed back to pre-pandemic levels, and scientists say Europe may follow suit. Rapid recovery of highly polluting industries after the crisis may explain the situation. AWARDING THE DRAWING CONTEST "THE ROAD TO SCHOOL",

On the occasion of International Children's Day June 1, 2020, Live & Learn has collaborated with Tran Quoc Toan Primary School in organizing the drawing contest "The road to school", in which 20 best paintings were awarded. 
The contest is an activity within the framework of the program "Walk to school" from August 2019 to the present. In addition, some activities such as renovating flower gardens, expanding safe space in front of the school gate, marking out pedestrian lanes on Quang Trung and Trang Thi streets are being completed.

THE FIRST GREEN SCHOOL IN HANOI SHINES WITH SOLAR POWER LIGHT

On the morning of June 8, GreenID held the kick-off ceremony of the "Green School" program and handed over the rooftop solar power at Nguyen Trai Secondary School (Ba Dinh District). The program is supported by USAID through the project "Clean air - Green city" which will bring many benefits to the health of teachers, students as well as good impact on the environment.

HAI BA TRUNG DISTRICT HAS PROMOTED BEEHIVES COOK STOVE ELIMINATION BEFORE DECEMBER 31, 2020

In order to replace and eliminate beehive cook stoves and reduce plastic waste in the area, Hai Ba Trung District People's Committee in collaboration with Live & Learn organized two 2 training sessions for 50 officials in 2 days (June 5, 2020 and June 25, 2020) regarding the contents of Directive No.15/ CT-UBND of Hanoi. During these training, officials also discussed solutions to eliminate beehive cook stoves before December 31, 2020.

THE MOTORBIKE CLINICS PROGRAM FOR 10,000 MOTORBIKES IN HCMC HAS STARTED PHASE 2

10,000 motorbikes over 5 years are going to be tested in the Motorbike Clinics Program by Vietnam Association of Motorbike Manufacturers (VAMM), Ho Chi Minh City Department of Transportation and Communication & Institute of Transport Science and Technology (ITST). The program has organized in Ho Chi Minh City from May 15, 2020, to September 2020.
Phase 2, starting in July 2020, targets are students and technology drivers.

LAUNCHING "FOR CLEAN AIR - GREEN CITY" INITIATIVE IN 2020

The “For Clean Air - Green City" initiative in 2020 launched with the aim of promoting and supporting more ideas and initiatives of young people, the community, especially the research groups about improving air quality.
In addition to resources from the "Clean Air - Green City" project, implemented by the Center for Living and Learning for Environment and Community (Live & Learn) under the support of the United States Agency for International Development (USAID), the Fund has mobilized the participation of Vi Vi Viet Foundation and North Asia Commercial Joint Stock Bank.

OFFICIAL LAUNCH OF THE IDEA CONTEST: GREENING SPACE, GREENING LIFE

In June - Environment month, Live & Learn has collaborated with the Department of Natural Resources and Environment, the Local Governments for Sustainable Development (ICLEI) and the Social enterprise Think Playgrounds in organizing and facilitating an Idea Contest: "Greening space, Greening life". The contest poses as an opportunity for people at all levels to present their ideas and expectations of an ideal green space in their community. This is also a way to raise people's awareness about climate change and emphasize the great value of small actions from the community. The feasible ideas synthesized from the competition will be integrated into the Green Community Space Development Project as well as the 3rd Climate Action Plan (CAP3) of Hanoi City.

On the occasion of International Children's Day (June 1) and World Environment Day (June 5), Live & Learn released the second episode of the "My Choice" series.
This is the story of four kids in the Clean n' Green group. They have been trying to limit waste by daily actions such as collecting and recycling milk cartons, saving a small tree that was thrown away, reusing plastic bags, sharing an elevator, ...
"My choice" is a series of short videos about each individual's share of their green choices. By making this series, Live & Learn hopes to inspire sharing of your green life journey, so that more positive things will spread.

SUMMARY VIDEO OF PHASE I PROJECT 2017-2020 CLEAN AIR - GREEN CITY

In phase I (from July 2017 to the end of June 2020), the Clean Air - Green City project has connected individuals and organizations who are working for the environment and promoting collective actions and initiatives. The project has created a network of clean air alliances with 84 members operating in various fields with the same concerns about environmental issues; mobilized nearly 400,000 USD from individuals and organizations; Implementing 51 training courses including capacity building, technical seminars, knowledge-sharing events. In addition, the project's communication activities also reached 200,000 people through the transmission of information related to air quality monitoring and management in the media, as well as communication materials and community events.

THE FIRST INTERNATIONAL DAY OF CLEAN AIR FOR BLUE SKIES 2020

In December 2019, the United Nations General Assembly adopted the Resolution to hold an International Day of Clean Air for Blue Skies. The first one will take place on September 7, 2020. The first celebration will set a precedent for an important and exciting new international day for clean air to be celebrated annually. In preparation for this event, Live & Learn and the Clean air network plan to invite other organizations and mobilize resources to organize a series of activities and events in September.
