In July 2021, The European Union introduced the “Carbon Border Adjustment Mechanism” (CBAM) to reduce Carbon leakage of goods and product manufactured in countries with losen environmental regulations when exporting to Europe based on its current Emission Trading System (ETS). Initially, CBAM is proposed to apply to five sectors including Steel, Aluminum, Fertilizer, Cement, and Electricity. Will the CBAM affect Vietnam’s export to the EU under the EU Vietnam Free Trade Agreement (EVFTA)?

Under the revised Law on Environmental Protection (2020), Decree 06/2022/NĐ-CP on Reducing Green House Gases (GHGs) emissions and protecting the ozone layer mandate the Ministry of Natural Resouces and Environment (MONRE) to develop a carbon market for Vietnam which will be operated officially in 2028. How does Vietnam’s Carbon Market work? Does the establishment of the Vietnam’s Carbon Market align with the CBAM to envigorate Vietnam's position in the international arena? What are the opportunities and challenges of your business in the given context?

Dr. Michael R. DiGregorio is the Asia Foundation’s Vietnam Country Representative. He has directed the Foundation’s work in Vietnam since 2014, during which time he has led new projects and programs to address business-related disaster risk, city-level climate resilience, green finance, blockchain traceability for export agriculture, digital applications for the “gig” economy, trade facilitation, energy planning, and digital finance for rural and remote farmers and small enterprise owners.  Michael earned a PhD in Urban Planning from the University of California, Los Angeles in 2001. Michael is currently a member of AmCham’s Energy Committee, an executive committee member of the Vietnam Business Forum’s Power and Energy Working Group, and Head of VBF’s Environment Working Group. He has lived in Vietnam for 30 years, currently serves on the AmCham board of governors, and looks forward to continued service if reelected

Ph.D. Ha Huy Tuan currently is Dean of Finance, Banking and Accounting Faculty, Hoa Bình University (Ha Noi, Viet Nam), and independent senior consultant and advisor for international agencies (such as the World Bank, Asian Development Bank, Vriens & Partners, etc). He is a former Vice Chairman of the National Financial Supervisory Commission (2008-2019). Prior to that, he worked at various departments of the Ministry of Finance and was involved in the first international tax treaties and trade agreements, including VN-US BTA and WTO accession as a Deputy Chief Negotiator (1984-2008). He was awarded MPA at Harvard Kennedy School (Harvard University, the US) as one of the first Vietnamese Fulbrighters and a Ph.D. at the Academy of Finance (Viet Nam). He publishes a book on "Finance Supervision: Theory and Practice" (2019) and many articles

Mr. Tomaso Andreatta has been in the EuroCham Executive Committee since 2011 and is the Chairman of EuroCham’s Green Growth Sector Committee. He is the Chief Representative in Indochina for Intesa Sanpaolo since 2008, after a 20-year career in banking and finance in Europe, the Americas, and Asia. As the representative of the EuroCham Green Growth Sector Committee, he is firmly convinced that Vietnam can choose a more sustainable path to growth, in which European firms can be of substantial support. He points out that one crucial condition for the adoption of a green strategy in Vietnam is the availability of sources of financing from the private sector.

Dr. Ho Cong Hoa received a Ph.D. in 2016 from Vietnam National University, Hanoi. His thesis is "PPP mechanisms reform for urban environmental services in Vietnam". His interest research is PPP, environmental economics, climate change, green growth, and social issues. He is a Deputy Director for the Research Department for Social Issues, Central Institute for Economic Management (CIEM).
