A recent study led by ISET found that the greatest weakness of Climate Action Plans in Vietnam is that they are not tied to local implementation measures.<br>
<br>
The study involved identifying good practices that have been implemented by global practitioners in climate adaption planning and comparing this with the Climate Action Plans prepared by provincial governments in Vietnam between 2010 - 2013.<br>
<br>
The study showed that most of the Climate Action Plans prepared in Vietnam were not well linked to other government planning and expenditure measures, such as Socio-Economic Development Plans or sectoral plans. It found that even if Climate Action Plans are
well prepared, they cannot be implemented if they are not linked to other local planning and development controls.<br>
