Không chỉ vậy, dù nhiều ý kiến cho rằng kết quả tại COP27 đã không thể đi xa hơn Thoả thuận Glasgow 2021, thoả thuận về việc thành lập quỹ hỗ trợ tổn thất và thiệt hại cho các nước dễ bị tổn thương có
