UNDP Vietnam and the Vietnamese National Assembly Committee for Financial and Budgetary Affairs (CFBA) are implementing the Project "Strengthening the Capacities of Budget Oversight for People's Elected Bodies in Vietnam" with the following components:

  1.  Strengthening the budget oversight capacity of the CFBA

2.       Strengthening the capacity of local People's Councils in budgetary decision-making and oversight

3.       Enhancing the cooperation and effectiveness of the participation in budget oversight by the NA Ethnic Council and other agencies of the National Assembly.


One of the Project's activities is to support the Committee to prepare for and review the draft State Budget Law, which will be reviewed and approved by the National Assembly in 2014. To further support this work, the Project is looking for a qualified international public finance specialist.  The international specialist is expected to analyse the existing budget law and proposed revisions with a view to provide recommendations for improving provisions relating to enhancing participation, transparency, accountability and parliamentary oversight to, among others, ensure a more equitable and inclusive budget process and resource allocation. Attached are the TOR and Evaluation Criteria table for the position.

Interested individual consultants are invited to submit the following documents/information to demonstrate their qualifications:

  *   Letter of Interest: explaining why they are the most suitable for the work; providing a brief overview on how they will approach and conduct the work;
  *   CV, including past experience with similar type of work and the names of three references;
  *   Daily consultancy fee. (UNDP's Daily Substance Allowance-DSA is applied for working days in Vietnam.)
