The Flemish Association for Development Cooperation and Technical Assistance - VVOB, Belgium

Title                 : Programme Assistant for the Early Education Programme
Contract type            : 3 year contract
Duration         : December 2013- December 2016
Duty station   : Hanoi with frequent visits to programme provinces

About the organization

The Flemish Association for Development Cooperation and Technical Assistance, Belgium (VVOB) is preparing the new programme on Early Education for the period of 2014-2016 in Vietnam. This programme aims to improve quality of education for pre-school (5 years old) and primary school pupils (focus on grade 1 and 2) through increased use of ATL with focus on transition issues. The programme areas will be 4 provinces: Thai Nguyen, Nghe An, Quang Nam, Quang Ngai.

The programme will have partnership with Department of Teachers and Educational Administrators (DTEA) of Ministry of Education and Training, provincial departments of education and training (DOET), provincial Women's Unions and National Women's Union.

The Programme Assistant will support the intervention with DTEA and DOETs, by being responsible for the secretariat, administration and related communication. The assistant will also give secretarial and administrative support to the overall programme.

Responsibilities

*          Ensure required documentation (administrative and financial) is collected and submitted timely and in good order to the relevant Coordinator
*          Assist programme coordinators in contacting VVOB partners, collecting information, follow-up by telephone or correspondence
*          Assist programme coordinators/advisors with translation/interpretation
*          Assist with expenditure analysis and documentation for partners
*          Keep office files and documentation up to date and in order
*          Be the focal point in procurement processes
*          Make petty cash payments and keep records and reconciliations accordingly
*          Give logistical support for in-country and international missions
*          Write general office correspondence, letters and e-mail
*           Arrange for delivery & collection of mail and documents
*          Communicate internally with the programme team on administrative and general office matters
*          Other duties as required


Profile
Education
*           Diploma in Secretarial Studies / Business Management/ relevant field with a minimum of three years relevant work experience

Essential skills
-          Basic knowledge of bookkeeping
-          Excellent telephone communication skills,
-          Proficiency in computer applications: MS Office: good command of Word and Excel is required,
-          Good written and oral command of English,
-          Demonstrated gender sensitive behavior to support VVOB's approach to promoting equality of opportunity for all and preventing any form of discrimination between  people and different groups
-          Able to successfully produce a variety of small reports,
-          Flexible, able to offer alternative ideas and solutions.

Desirable skills:
-          Experience in the education and/or development sector
-          Experience with other internet and software applications (eg skype, picture management)

Remuneration and benefits
