[opportunities] International consultant 3.2.1 – Thematic study on criminalization/de-criminalization

Dear Sir/Madam,

UNDP Vietnam seeks 01 qualified Senior International Expert for Comparative Study on “decriminalisation and criminalization in the process of criminal law reform”.

·       The research will adopt a comparative legal analysis approach to examine different approaches, principles and procedures--defining and classifying acts and/or behaviors, considering harmful (‘criminalization’) or reversely no longer harmful to the society (‘decriminalization’)-- that underpin the studied country(s)’s decision about criminalization or decriminalization.

·       Drawing on the overall country analysis, the research will underline the most appropriate or effective ways to toward optimizing the effectiveness of the criminal justice system with respect to and greater emphasis on human rights. Ultimately, the research--considering the degree to which the comparative experiences can be relevant to the development context of Viet Nam--will provide policy recommendations for Vietnam in amending its Penal Code and more broardly to reforming the criminal justice system toward greater emphasis on human rights and effectiveness.

The selection will be based on a competitive basis and will comply with UNDP procurement regulations.
