 UNDP and the Ministry of Foreign Affairs are collaborating
on a 3.5 year capacity development project entitled “Women’s Leadership:
Empowerment of Women in the period of International Integration”.  The Women’s Leadership project aims at
strengthening women’s representation and participation at legislative and
administrative levels, contributing to the realization of the strategy of
building a democratic, just and civilized society. 
The project focuses on
achieving following outputs: 
(1) Strengthened
institutional capacity to develop and implement leadership programs for women
to support the achievement of targets set in the National Strategy on Gender
Equality; 
(2) Women’s
representation in the National Assembly and People’s Councils improved in the
2016 elections; 
(3) Human resource procedures revised to promote women’s
participation in leadership positions; 
(4) Increased
access of mid
and senior level women in the civil service to training and capacity building
opportunities not normally offered or accessible to women; and 
(5) Information and evidences strategically disseminated to
decision makers in human resource management with practical recommendations to
make a change in processes.
 
Duties
and Responsibilities:
Under the direction of the NPD, D-NPD, PM and STA, the Project Assistant will:
	1. Provide necessary assistance in the operational management of the project according to the project document;
	2. Undertake the preparation of project events as per approved work plans, including workshops, meetings, trainings and study tours, particularly those under the capacity building component., etc.;
	3. Make logistical arrangements for project staff, consultants and invited guests coming for project activities (visas, transportation, hotel bookings, etc.);
	4. Prepare background materials for discussion and briefing sessions on project matters;
	5. Assist with preparation of TORs and contracts for consultants/experts for project activities;
	6. Take care of the project telephone, fax, and e-mail system;
	7. Draft correspondence on administrative and project matters under the responsibility of the project; and,
	8. Be responsible for the project filing system, including the numeration and filing of all incoming and outgoing correspondence;
 
The
Project Assistant will carry out other duties
as may be required by the NPD for the successful conclusion of the Project.
Qualifications:
	1. University degree in a relevant field;
	2. Relevant working experience in project/business/public administration; 
	3. Experience and/or familiarity with UNDP regulations; and familiarity with and experience in government institutions and procedures would be an advantage;
	4. Good secretarial skills and organizational capacity; and excellent command on both written and spoken English;
	5. Experience in project development and implementation;
	6. Proficiency in the use of information technologies and good computer skills, particularly in the use of MS Office Package (MS Word, MS Excel, etc.) and Vietnamese typing software such as Unicode, Unikey and ABC;
	7. Preference for woman candidate;
Skills:
	1. Strong inter- personal and team building skills;
	2. Proficiency in the use of software package such as Ms Office and basics of web based editing and web site management;
	3. Fluent written and spoken English is essential;
	4. Ability to translate documents from English to Vietnamese and Vietnamese to English;
Good secretarial skills and organizational capacity,
including the ability to prioritize and meet deadlines under pressure.
