The SMART TA project, implemented by FHI 360 Vietnam and its partners with funding from USAID, would like to seek for services of a professional agency to develop and implement a communication campaign to promote Antiretroviral Therapy (ART) in the minds of policy makers at both national and provincial levels, in an effort to increase national and provincial budgets for ART
