ABOUT OUR ORGANIZATION

Founded in 2009, LIN Center for Community Development is a not-for-profit
organization. We envision equal access to social and economic opportunities
and an improved quality of life for all (irrespective of age, race, gender,
ethnicity, origin, etc..). Through grants, technical support and
networking, LIN helps local nonprofit organizations (NPOs) and
philanthropists (skilled volunteers and donors) to strengthen and grow so
they can fulfill their potential as vehicles for sustainable development,
poverty alleviation and citizen participation.

As an intermediary, LIN provides access for everyone to information,
knowledge, and tools related to community development work. We facilitate
platforms, network, workshop, conference, training, and consultation that
support the development of local grassroots NPOs at the same time enabling
the philanthropists to give strategically. We also promote local-led
development and collaboration amongst individual and institutional
philanthropists and NPOs through a community fund that provides grants for
initiatives addressing local and environmental issues.

By Dec 2018, LIN has been serving 300 local NPOs, hundreds of individual

POSITION DESCRIPTION

LIN Center for Community Development is seeking an ethical and responsible
candidate for the position of Finance Manager. This position will be a
strategic thought-partner, and report to the executive director (ED). The
successful candidate will be a hands-on and participative manager and will
lead and develop an internal team to support the following areas: finance,
strategic planning and budgeting, Government Relation, Staff benefit (HR)
and Operation.

The Finance Manager will play a critical role in partnering with the senior
leadership team in strategic decision making and operations as LIN
continues to enhance its quality programming and build capacity. This is a
tremendous opportunity for a finance and operations leader to maximize and
strengthen the internal capacity of a well-respected, high-impact
organization.

RESPONSIBILITIES


   1.

   Financial Management (60%):

Reporting to the Executive Director and Board of Director, the Finance
Manager will:

   -

    Provide leadership to finance and accounting areas of the organization;
   -

   Provide useful financial insights to help make better decisions about
   formulating and executing strategy, and provide guidance and analysis to
   executive and operational management to improve results;
   -

   Prepare, analyze and present financial reports (income statements per
   donor, balance sheets) in an accurate and timely manner; clearly
   communicate monthly and annual financial statements to the BOM;
   -

   Lead the annual budgeting and planning process; administer and review
   all financial plans and budgets; Ensure annual budget serves as a guide for
   all financial activities during the year and achieving financial
   sustainability; Monitor progress and LINs and produce monthly
   budget/forecast versus actual reports;
   -

   Manage organizational cash flow and forecasting;
   -

   Oversee audit and tax functions, coordinate activities with outside
   audit/accounting firms and review firms’ performance;
   -

   Develop appropriate investment strategies and oversee their
   implementation;
   -

   Produce financial reports for LIN and each grant; Ensure grants’ budget
   proposals and financial reports meet donors' expectations and are matched
   with LIN’s annual budget;
   -

   Update and implement all necessary financial policies and accounting
   practices; periodically update the organization’s accounting manual;
   -

   Remain up-to-date on best practices in nonprofit finance, business
   systems and internal control measures and relating Governmental regulations;
   -

   Manage finance officer and intern (if any); train them and work with
   them to deliver all financial services at LIN;
   -

   Build relationships with banks, donors, vendors, outside consultants and
   others as needed to keep close to LIN’s major expenditures and sources of
   revenue;
   -

   Effectively communicate and present the critical financial matters to
   the Board of Directors.


2. Government Relations (20%)

The Finance Manager will be in-charge of communication with Governmental
Departments, to ensure the organization’s governance and finance system
complies with Governmental regulations on local NPOs.

3. Operations & HR (20%):


   -

   Monitor staff salary and benefit system including budget for staff cost;
   propose and present staff salary, pension and benefit budget along with
   annual organization budget to Board of Director;
   -

   Management of organizational budget in coordination with the ED and
   Office Manager;
   -

   Coordinated with Fund-raising & Marketing team in fundraising strategy
   and planning;
   -

   Contribute to short and long-term organizational planning and strategy
   as a member of the management team.


REQUIREMENTS

Education:

   -

   Minimum of a Bachelor’s Degree in Finance or Accounting. Finance
   background preferred.


Skills and Experience:

   -

   Minimum 3 years of experience in a financial management leadership
   position;
   -

   Advanced English level (communication, presentation, negotiation, and
   report);
   -

   Experience with nonprofits strongly preferred;
   -

   A successful track record in setting priorities and a multi-tasker with
   the ability to wear
   -

   many hats;
   -

   Extensive experience with setting, oversight and implementation of
   financial related policies and procedures and strong working knowledge of
   Generally Accepted Accounting Principles, internal controls, cost
   accounting and cost allocation methods;
   -

   Successful experience leading and supervising financial staff including
   professional accountants and support staff;
   -

   Proficiency with Quickbooks or other accounting software and excellent
   Excel skills;
   -

   Ability to work in both a leadership and support role simultaneously;
   -

   Strong problem solving and creative skills and the ability to exercise
   sound judgment and make decisions based on accurate and timely analysis;
   -

   Excellent communication and relationship building skills with an ability
   to prioritize, negotiate, and work with a variety of internal and external
   stakeholders;
   -

   Ability to work flexible hours, and under stress and pressure;
   -

   Willingness to travel occasionally for relevant meetings and trainings.
