The USAID LinkSME project, funded by the United States Agency for International Development (USAID), supports the Government of Vietnam (GVN) in its efforts to develop, adopt, and implement policy and regulatory reforms to provide more favorable environment for small and medium enterprises (SMEs). It also works with business support organizations (BSOs) and the GVN to improve the performance of SMEs and integrate them into lead-firm supply chains. The project is implemented by the International Executive Service Corps (www.iesc.org<http://www.iesc.org>), under a contract with USAID and an operating license issued by the People's Aid Coordinating Committee. USAID LinkSME Project was official approved by the Minister of the Office of the Government according to Decision No. 817/QD-VPCP dated 23 September 2019.



USAID LinkSME is seeking  qualified Vietnamese consulting firms or organizations to conduct the following activities:

Request for Proposal (RFP) No. LINKSME-RFP-006-2021

Review results of regulatory stock-taking and study, propose solutions to reduce and simplify business regulations according to the Resolution 68 of the Government regarding the program for reduction and simplification of business regulations in the 2021-2022 period



Issue date: 5 August 2021

Closing date:19 August 2021, 5:30 p.m. Hanoi time

IESC is seeking a qualified Vietnamese company or organization to review and report on the stock taking of business-related regulations and calculation of compliance costs conducted by line ministries according to Resolution 68; research, develop, and propose independent reform measures.

Support SMEs to enhance e-commerce activities.

IESC is seeking a qualified private Vietnamese consulting firm or other organization to assist BSOs in supporting SMEs' efforts to further integrate e-commerce into their business activities. The project expects this activity results in the following medium-term outcomes:
SMEs are able to join established e-commerce platforms and increased access to information and open markets and have more opportunities to connect with lead firms.

Request for Proposal (RFP) No. LINKSME-RFP-008-2021

Develop the Vietnam Mentoring Network, a network of support experts/consultants/trainers in the project's prioritized sectors/industries

Issue date: 5 August 2021

Closing date:19 August 2021, 5:30 p.m. Hanoi time

IESC is seeking a qualified Vietnamese private consulting firm or other organization that can provide consultancy services to support the project's counterparts to conduct activities to develop the Vietnam Mentoring Network, a network of support experts/consultants/trainers in the project's prioritized sectors/industries. USAID LinkSME estimates that implementation of the scope requires a team consisting of up to five individuals/national consultants.
