There are about 150 million tonnes of plastic waste floating across oceans,
and about 8 million tons discharged into our oceans every year. Marine
plastic waste damages marine life, ecosystems and commercially valuable
species.

Vietnam is among the group of the countries that discharge the most plastic
waste into the oceans. According to the World Bank statistics, it is
estimated that Vietnam generated over 31 million tons of domestic waste and
nearly 5 million tons of marine plastic waste in 2018 alone.



On February 5, 2021, the Minister of Agriculture and Rural Development
signed a decision approving the action plan for marine plastic waste
management in the fisheries sector in the period 2020-2030, setting out the
goal of minimizing plastic waste in fisheries. To achieve these goals, the
action plan also outlines 5 key missions and solutions, including:

   -

   Generate/Raise awareness, sense of responsibility, and behavior change
   of fishermen and related stakeholders;
   -

   Develop and complete legislative documents on marine plastic waste
   management in the fisheries sector;
   -

   Mitigate marine plastic waste, collect, separate waste from source,
   reuse, recycle and step by step replace using appropriate materials in the
   fisheries sector;
   -

   Conduct scientific research, apply, develop and transfer technologies
   related to marine plastic waste management in the fisheries sector;
   -

   Strengthen international cooperation.

2. Target audience

   -

   Primary targets: Fishermen and aquaculturists nationwide,
   -

   Secondary target: Other related stakeholders

3. Outcomes

   -

   A comprehensive communication plan in line with the campaign’s
   requirements;
   -

   Activities are implemented fully, quality is supervised, and goals are
   met;
   -

   All graphics design files (original files) of communication products are
   implemented as intended;
   -

   Online and offline communication products are developed thoroughly and
   in line with the agreed plan;
   -

   Products that can be used to target surveyed groups and used in online
   platforms;
   -

   Product quantity and quality are guaranteed.
   -

   Report of the campaign results.

4. Requirements for consultant

   -

   Consultant must have at least five (05) years of experience in branding,
   consulting and development of communication strategies, creative strategy
   implementation, event planning, and marketing;
   -

   Consultant must provide CV/capability profile of the company or the
   person in charge to demonstrate they have the necessary expertise and
   capabilities;
   -

   Knowledge or experience in branding, marketing, consulting and
   development of communication strategies on the topic of plastic pollution
   is a plus;
   -

   Ability to travel and deliver field works (ie.: Phu Yen, Phu Quoc, Ha
   Tinh, etc.);
   -

   Ability to work in basic English is a must.

5. Proposal submission

Bidders are invited to submit electronic proposals via email. Bidders who
intend to submit electronic proposals must observe the following submission
instructions:

   -

   The proposal shall be separated in two files: one for technical proposal
   and one for financial proposal.
   -

   The file for the financial proposal shall be protected by a password
   which shall be kept with the bidder. If the company/consultant team passed
   the technical requirement threshold, WWF-Viet Nam would then request the
   password to open the financial proposal file. However, if the company loses
   the password or in case the file could not be opened, WWF-Viet Nam would
   not assume responsibility.
   -

   The electronic file shall be in the form of MS word or MS excel or PDF.
   -

   Please send the electronic proposal to WWF-Viet Nam’s designated mail
   box at *procurement at wwf.org.vn <procurement at wwf.org.vn>*. Your e-mail
   must have the subject heading as* “Ref 56.21- [**name of
   company/consultant**] – Proposal Submission*”.
