RECRUITMENT ANNOUNCEMENT

 

Web Application Developer (International/National)



ICEM - International Centre for Environmental Management is an award-winning
independent technical service centre that assists governments, the private
sector and communities in defining and implementing policies for sustainable
development. Established in Australia in 1999, ICEM has its regional
headquarters in Hanoi and is staffed by full-time international and national
technical and administrative personnel.

 

ICEM works in Asia and the Pacific - especially in the Mekong countries and
focuses on climate change, water resources management, disaster risk
reduction, renewable energy, environmental assessment, environmental
economics, nature-based solutions (NBS) and biodiversity conservation. ICEM
seeks to integrate environmental concerns with development through spatial
planning, modelling, socio-economic analysis and environmental assessment
tools. 

 

ICEM is now seeking to employ a Web Application Developer based in Hanoi,
Vietnam (or working remotely in the same or nearby time zone). The position
will have the following responsibilities:

*	Overall role: Support the design, development and management of
open-source geospatial web-based applications that focus on real-world
environmental and sustainable development-related projects. A core ICEM
service is developing spatial and knowledge-based decision support systems
for government, non-governmental organisations, and local communities.

*	Application development: Provision of input to designing and
developing user-friendly, interactive, responsive and scalable web-based
applications using the R programming language and its Shiny web application
framework. In addition to experience in R, application development will
require a working knowledge of HTML, CSS, Javascript, and the visualisation
of spatial data-drafting of technical manuals in English to international
standards.
*	Application management: Support the deployment and management of
developed web-based applications, including Docker virtualisation and other
IT administration tasks as requested.

 

Minimum requirements: 

*	A minimum of a BSc in computer science, software engineering, or an
information technology-based discipline or demonstrated experience in web
application development.
*	3+ years of experience in R programming, including in the use of
R-Shiny to develop web-based applications
*	5+ years of experience designing and developing websites, including
styling HTML with CSS.
*	3+ years of experience in using spatial data (GIS) and web GIS
*	A good knowledge of open-source software systems and expertise in
using Linux.
*	3+ years in drafting technical manuals and software documentation.
*	A willingness to learn and develop new skills as required.

 

Preferred qualifications:

*	3+ years of experience in installing and maintaining server software
systems and/or server administration 
*	Experience in using Docker virtualisation 
*	A background or knowledge in environmental science, hydrology or
environmental engineering would be highly regarded.

presentation skills.
