joint forum led by the Ministry of Health (MOH), with the participation of
development partners, other government ministries, provinces and NGOs. It is
recognized as the official policy dialogue forum for developing reliable
partnership, mobilizing and effectively coordinating external aid for the
health sector in line with the sector priorities.</span></p>

<p class="MsoNormal" style="margin-bottom:6pt;text-align:justify"><span style="font-size:10pt;font-family:Arial,sans-serif">The HPG commits
to the three principles drawn from the Hanoi Core Statement: i) to strengthen
country ownership over development; ii) to build more effective and inclusive
partnerships for development; iii) to delivering and to account for development
results.</span></p>

<p class="MsoNormal" style="margin-bottom:6pt;text-align:justify"><span style="font-size:10pt;font-family:Arial,sans-serif">HPG Objectives
are: i) to comprehensively enhance the effectiveness of support from DPs to the
Health sector; ii) to strengthen aid coordination and transparency iii) to
minimize double-counting and fragmentation in Health aid coordination to reach
health objectives; iv)  to attract contributions of relevant
government units and Development Partners though alternative.</span></p>

<p class="MsoNormal" style="margin-bottom:6pt;text-align:justify"><span style="font-size:10pt;font-family:Arial,sans-serif">The HPG has
been operational since 2004 in order to facilitate the implementation of
internationally agreed principles on development cooperation in the health
sector in Vietnam. In the new context of a middle income country (MIC), Vietnam in
general and health care in particular are facing many opportunities as well as
difficulties and challenges: transitions from grant to loan, from financial
support to technical assistance.</span></p>

<p class="MsoNormal" style="margin-bottom:6pt;text-align:justify"><span style="font-size:10pt;font-family:Arial,sans-serif">The HPG is
now looking for Vietnamese competent candidates to fill the vacancy of communication officer.</span></p>
