<p class="MsoNormal"><b><span lang="VI">1. </span>Introduction: <o:p></o:p></b></p>
<p class="MsoNormal">Plan International is an independent development and humanitarian organisation that advances children’s rights, with a special focus on equality for girls. Plan International has over 80 years experience and works in more than 75 countries
across the world. Plan International has been working in northern and central Vietnam since 1993. Our work supports marginalised children and youth, especially adolescent girls, to start life and grow up physically and mentally healthy and as adolescents so
they are leading the way to shape their own future. We believe girls have the power to change the world. Our ambition is to work alongside them and together take action so that 2 million girls in Vietnam can learn, lead, decide and thrive by 2022.<o:p></o:p></p>
<p class="MsoNormal">Plan International Vietnam (PIV) is carrying out a 3-year project named
<b>“Protection of girls and boys from cyber bullying and gender-based cyber violence”</b> from 2021 – 2024. The proposed project aligns well with the “National Plan for Cyber Security and Support Healthy Online Interaction for Children, 2021-2025", approved
by the Vietnam Prime Minister in Decision 830/QD-TTg, dated June 1st, 2021<span lang="VI">.
</span>The project will be conducted at both national and provincial levels in which Quang Binh, Kon Tum provinces are locations of the project.
<o:p></o:p></p>
<p class="MsoNormal">The project goal will be achieved through three<span lang="VI"> (03)</span> outcomes:
<span lang="VI">(1) </span>Adolescents, particularly girls and vulnerable groups, have enhanced collective agency to protect themselves and others from cyber bullying and gender-based cyber violence<span lang="VI">; (2)
</span>Families, schools and communities have established protective mechanisms to protect children, especially girls and vulnerable groups, from online abuse<span lang="VI">; (3)
</span>Government authorities, media agencies and IT service providers have effective prevention and response measures to ensure children’s safety on cyber spaces.
<o:p></o:p></p>
<p class="MsoNormal"><b><span lang="VI">2. </span>Purpose of consultancy:</b> <o:p>
</o:p></p>
<p class="MsoNormal">In Plan International’s projects, members of Youth Advisory Committee (YAC), Children’s Councils (CC) and Champion of Change Clubs (COC) received foundational trainings on soft skills for policy analysis, advocacy and influencing skills,
human-centered design and safe campaigning. Under this project, we aim to foster seed grants and more importantly to promote self-confidence, capacity and agency of children, adolescents and youth (CAY) at their schools and communities. Reinforcing soft skills
is important so that YAC, CC and COCs can express their views, observations and express what they want to change.
<o:p></o:p></p>
<p class="MsoNormal">The consultant(s) is expected to <b>develop training materials</b> and
<b>implement 02 training sessions on building soft skills</b> for selected members of YAC, CC and COC in the province/district levels. Trainees will then cascade their knowledge and skills to their fellow members and, together in the group, they will practise.
After the training, it is expected that these groups will use soft skills to present and communicate information, good practices related to cyber safety at village forums, communication campaigns and dialogues at their schools and communities.<o:p></o:p></p>
<p class="MsoNormal"><b>3. Key deliverables: <o:p></o:p></b></p>
<p class="MsoNormal">The consultants/ experts are expected to provide the following key deliverables:<o:p></o:p></p>
<p class="MsoNormal"><span lang="VI">a</span>. A set of training materials on soft skills;
<o:p></o:p></p>
<p class="MsoNormal">b. 02 one-day <span lang="VI">training</span> courses on soft skills completed
<span lang="VI">in Quang Binh and Kon Tum provinces</span>; and<o:p></o:p></p>
<p class="MsoNormal">c. A final training report submitted, including pre/post-training assessment<o:p></o:p></p>
<p class="MsoNormal"><b>4</b><b><span lang="VI">. </span>Timeframe:</b> The consultancy is estimated to be undertaken within
<b>15</b> working days during the period of May 2022 and to be completed by June 2022. A detailed timeline will be worked out jointly with the consultants after recruitment.
