Background:

In November 2011, the 41st Meeting of the GEF Council approved a regional Program Framework Document (PFD) entitled the ‘Greater Mekong Sub-region Forests and Biodiversity Program’ (GMS-FBP). Under the umbrella of the GMS-FBP, a Vietnam national Project Identification Form (PIF) entitled ‘Integrating Biodiversity Conservation, Climate Resilience and Sustainable Forest Management in the Central Annamite Landscapes’ was submitted to the GEF Secretariat 04 September 2012, and technically cleared for inclusion within the 23 November 2012 GEF Council work plan.  The project’s CEO Endorsement (or technical) document may now be prepared.

The Vietnam GEF project’s aim is to ‘improve the management and protection of natural resources and biodiversity in seven Central Annamite Protected Areas.’  The project consists of two main components, namely: 1) improved biodiversity planning and management in the Central Annamite Corridor Landscape; and 2) specific landscape conservation measures at Protected Area (PA) and community levels.  

The project will address forest fragmentation and fill spatial and thematic gaps in baseline projects to integrate Biodiversity conservation, Climate Change and Sustainable Forest Management/REDD+ in Central Annamite Landscapes (i.e. priority landscapes in Quang Nam, Thua Thien Hue and Quang Tri Provinces).

Project preparatory activities (PPG) are critical to developing a unified project approach to building ecosystem and landscape connectivity, addressing transborder forest degradation and habitat restoration, strengthening biodiversity planning and management and the identification and design of specific landscape conservation measures at Protected Area (PA) and community levels. Project preparation activities will shore-up critical aspects of the developing project’s scope to direct design of on-the-ground activities and align Protected Area coverage and wider conservation corridor interventions including government and sector planning and baseline projects (e.g. ADB-Biodiversity Conservation Corridors, WWF/CarBi and other relevant projects).
