Mặc dù đã có nhiều nỗ lực kiểm soát buôn bán và bảo vệ các loài ĐTVHD, nhưng nhu cầu tiêu thụ có xu hướng tăng nhanh và thiếu bền vững đang khiến cho quần thể nhiều loài bị suy giảm, đồng thời đe dọa đến sự sinh tồn của nhiều loài ĐTVHD nguy cấp, quý, hiếm của Việt Nam.<o:p></o:p></span></p><p class=MsoNoSpacing style='margin-bottom:6.0pt;text-align:justify;text-indent:.5in'><span lang=EN-AU style='font-size:13.0pt;font-family:"Times New Roman","serif"'>Các đại biểu đã thảo luận sôi nổi về các hành động và giải pháp cần tiến hành nhằm giảm nhu cầu tiêu dùng đối với các sản phẩm ĐTVHD và thảo luận hoàn thiện dự thảo ‘Hướng dẫn, tuyên truyền các cấp ủy đảng về công tác chỉ đạo hệ thống chính trị, cộng đồng xã hội tổ chức tuyên truyền việc thực hiện không buôn bán, tiêu dùng bất hợp pháp động vật, thực vật hoang dã’. Sau khi tổng hợp các ý kiến góp ý hoàn thiện của các đại biểu đối với bản dự thảo hướng dẫn, Ban Tuyên giáo Trung ương sẽ ban hành Hướng dẫn tới các cấp ủy đảng, cơ quan và đoàn thể trong cả nước để tuyên truyền, phổ biến và nâng cao ý thức cho cộng đồng về các nội dung chính như vai trò và tầm quan trọng của ĐTVHD, các quy định và pháp luật bảo vệ ĐTVHD và tác động tiêu cực của việc tiêu thụ và buôn bán trái phép ĐTVHD.<o:p></o:p></span></p><p class=MsoNoSpacing style='margin-bottom:6.0pt;text-align:justify;text-indent:.5in'><span lang=EN-AU style='font-size:13.0pt;font-family:"Times New Roman","serif"'>Hướng dẫn tuyên truyền yêu cầu các cấp ủy đảng, cơ quan xây dựng các kế hoạch truyên truyền trong ngắn hạn và dài hạn nhằm giảm tiêu thụ trái phép ĐTVHD; định hướng các nội dung và hình thức tuyên truyền cũng như cụ thể hóa trách nhiệm thực hiện và báo cáo kết quả thực hiện theo định kỳ. Các tài liệu hỗ trợ cho các hoạt động tuyên truyền sẽ được tổng hợp từ các Bộ, ngành, tổ chức hữu quan và được gửi kèm cùng bản Hướng dẫn tới các cấp ủy đảng, cơ quan, đoàn thể.<o:p></o:p></span></p><p class=MsoNoSpacing style='margin-bottom:6.0pt;text-align:justify;text-indent:.5in'><span lang=EN-AU style='font-size:13.0pt;font-family:"Times New Roman","serif"'>PGS. Bùi Cách Tuyến, Thứ trưởng Bộ Tài nguyên và Môi trường cho biết “Nâng cao nhận thức là một trong các giải pháp thiết yếu nhằm giảm cầu tiêu thụ đối với các sản phẩm động vật, thực vật hoang dã và Ban Tuyên giáo trung ương là một đối tác quan trọng giúp thực hiện hiệu quả giải pháp này. Tiêu thụ trái phép và không bền vững động vật, thực vật hoang dã đang gây ảnh hưởng xấu đến toàn xã hội và sự phát triển bền vững của nền kinh tế, do đó, chúng tôi hi vọng thông qua Hội nghị, các cơ quan hữu quan sẽ nhận thức một cách đầy đủ hơn về hậu quả của vấn đề này và sẽ cùng tham gia tích cực hơn vào các nỗ lực giảm tiêu thụ, buôn bán trái phép động vật, thực vật hoang dã”.<o:p></o:p></span></p><p class=MsoNoSpacing style='margin-bottom:6.0pt;text-align:justify;text-indent:.5in'><span lang=EN-AU style='font-size:13.0pt;font-family:"Times New Roman","serif"'>Hội nghị này là hoạt động đầu tiên triển khai </span><span style='font-size:13.0pt;font-family:"Times New Roman","serif"'>Chương trình phối hợp công tác giai đoạn 2013 – 2016 giữa Ban TGTW và Bộ TN&MT ký kết hồi tháng 10 năm 2013. Đây là chương trình phối hợp nhằm nâng cao chất lượng, hiệu quả công tác chính trị, tư tưởng, giải quyết những vấn đề nảy sinh, tạo sự nhất trí cao trong nhận thức và hành động của toàn Đảng, toàn dân đối với chủ trương, chính sách trong lĩnh vực tài nguyên và môi trường.<o:p></o:p></span></p><p class=MsoNoSpacing style='margin-bottom:6.0pt;text-align:justify;text-indent:.5in'><span lang=EN-AU style='font-size:13.0pt;font-family:"Times New Roman","serif"'>Ông Bùi Thế Đức, Phó Trưởng Ban TGTW nhận định “Chúng tôi đồng quan điểm về việc cần thiết phải nhanh chóng tăng cường công tác tuyên truyền, giáo dục nâng cao nhận thức của toàn xã hội về vấn đề này và rất vui mừng khi Bộ TN&MT và Ban TGTW đã có những hoạt động hợp tác cụ thể ban đầu ngay sau khi ký kết Chương trình hợp tác. Các hoạt động truyền thông triển khai tại địa phương là nhằm triển khai Nghị Quyết 24 </span><span style='font-size:13.0pt;font-family:"Times New Roman","serif"'>tại </span><span lang=EN-AU style='font-size:13.0pt;font-family:"Times New Roman","serif"'>Hội nghị lần thứ bảy Ban Chấp hành Trung ương Đảng khóa XI “Về chủ động ứng phó với biến đổi khí hậu, tăng cường quản lý tài nguyên và bảo vệ môi trường” trong đó nhấn mạnh “Bảo vệ nghiêm ngặt các loài động vật, thực vật hoang dã, các giống cây trồng, cây dược liệu, vật nuôi có giá trị, loài quý, hiếm có nguy cơ bị tuyệt chủng”. Despite efforts to control the trade and protect wildlife, increasing and unsustainable levels of illegal consumption have led to the alarming decline of wild populations of many mammal, bird, and reptile species, and now pose a major threat to the survival of many endangered species in Vietnam.<o:p></o:p></span></p><p class=MsoNoSpacing style='text-align:justify'><span style='font-size:12.0pt'><o:p> </o:p></span></p><p class=MsoNoSpacing style='text-align:justify'><span style='font-size:12.0pt'>These issues were presented and discussed during the meeting, with the aim of securing the support and active participation and collaboration of ministries, agencies, associations and organizations at all levels for actions and solutions to reduce consumer demand for wildlife products. The key outcome of the meeting was a Correspondence that will be issued by CCPE containing Guidelines for all Communist Party levels to communicate and raise public awareness of the role and importance of wildlife, wildlife protection laws and regulations, and the impact of illegal consumption and trade on the whole of society. <o:p></o:p></span></p><p class=MsoNoSpacing style='text-align:justify'><span style='font-size:12.0pt'><o:p> </o:p></span></p><p class=MsoNoSpacing style='text-align:justify'><span style='font-size:12.0pt'>The correspondence will instruct all local Communist Party offices to develop short-term and long-term communication plans to address the issue, and include suggested communication activities and messages, and specific responsibilities for reporting on the results.
