Lux-Development, the Executing Agency for Bilateral Development Co-operation financed by the Grand Duchy of Luxembourg assists the Quang Dien People’s Committee to improve living conditions through (i) strengthening of local governance capacity and (ii) supporting basic production and social infrastructure including related “service delivery” in Quang Dien District, Thua Thien Hue.
The project VIE/023 is active since July 2007 and will continue to operate until December 2011. A continuation of the activities in a follow-up project is possible, yet undecided.
The Lux-Development Support team lead by a Chief Technical Advisor (CTA) is looking for candidates to fill the following positions:
01 Agriculture Specialist with Planning Support Functions; 01 Project Assistant / Interpreter
01 Agriculture Specialist with Planning Support Functions
The Specialist reports directly to the project’s Chief Technical Advisor. The main function of the Specialist is to assist the project management in the implementation of Task 6 “Enhance agricultural productivity in Quang Dien”. The specialist will implement and adjust the support programme in cooperation with selected organisations, e.g. DDARD, Agricultural Extension Centre, and District PC.
The specialist will further support the Chief Technical Advisor (CTA) in implementation matters related to Task 5 (health and school schemes) and assist the CTA in communication with Vietnamese counterparts through interpretation and translation of documents.
Profile:
The successful candidate should have:
- University degree in Agriculture, Extension, or related fields;
- A proven track-record in supporting extension services;
- Experience with participatory methods and community mobilisation;
- Working experience in central Vietnam, preferably in TT Hue;
- A sound understanding of Farming Systems Analysis and/or Livelihood Analysis
- Well-proven organisational, analytical and implementation skills;
- Good communication skills in English and Vietnamese, good writing skills in English;
- 4 – 5 years of proven work experience with rural development projects;
- Exposure to agricultural economics would be advantageous; a principal understanding of the educational system and been exposed to project cycle planning and management would be advantageous

01 Project Assistant / Interpreter
The Project Assistant / Interpreter will support the team of advisors in the following:
- Translation and interpretation,
- Project coordination and management,
- Clerical works, e.g. drafting and/or typing proposals, contracts, letters, reports, handbooks in English and Vietnamese, data entry, management of files,
- Other tasks as assigned by the CTA
Profile:
The successful candidate should have:
- Bachelor (BSc) degree in English with a major in interpretation/translation
- Good computer skills, in particular with the MS-Office package (MSWord, EXCEL)
- At least 5 years proven work-experience in project / programme environments
- A working background in business administration / management, rural development, vocational education would be advantageous
