Handicap International (HI), a French NGO has been working on a HIV prevention program funded by AFD among Van Kieu people in 16 villages of 2 districts in Quang Tri, Vietnam since 2008 is calling for the submission of CVs from trainers to train Peers Educators and Health Workers on HIV prevention
1. Background
The project aims to contribute to the decrease of HIV/AIDS impact on groups of vulnerable populations. In each village, we have one healthworker and 3 peers educators.
The Health workers and the peer educators will be the key persons to speak about HIV at the village level. The health worker will lead some HIV/AIDS discussion with small groups around 10-15 young people and the peers educators who will be young, will discuss with their friends on HIV/AIDS. The peer educator is someone who comes from the community of the village between 13 and 35 years old who is recognized by the others, who is a good listener.
So HI wants to put in capacities:
The Healthworkers to lead some discussions with some group around 10-15 people on HIV prevention. He‘ll lead per group five sessions of 2 hours on HIV prevention.

2. Objectives of Training courses :
2.1 For Peer Educators
2 Training of Peer Educators (one in Dakrong and one in Huong Hoa) has the aim to give to the participants a comprehensive knowledge on HIV (3 days) and the skills to speak on HIV prevention with their peers individually or in a small group (3 days).
At the end of the training 2 groups of 24 peers educators each one will be able to:
Have some knowledges on HIV/AIDS about what is HIV/AIDS, the way of transmission (with deeply explanations), the situations at risk, how to prevent it, to screen for HIV.
Speak with their peers on HIV prevention
2.2 For the Healthworkers
The training for the healthworkers has the objective to give to the participants a comprehensive knowledge on HIV (3 days) and the skills to lead some HIV sessions on HIV prevention with small groups (3 days).
At the end of the training 16 Healthworkers will be able to:
Have some knowledges on HIV/AIDS about what is HIV/AIDS, the way of transmission (with deeply explanations), the situations at risk, how to prevent it, to screen for HIV, care and treatment...
Lead with participatory methods a group on HIV prevention.
3. Participants
48 peer educators but 2 training courses with a group of 24 peers educators each one will be invited to attend the training

4. Duty station and Training period
Peer educators:
2 trainings of 6 days : one in Dakrong and one in Huong Hoa. The two trainings will be organized in January, February 2010,
Health workers:
1 training of 6 days in Dakrong will be organized in January, February 2010,
5. Training subjects
HI in collaboration with PHPC and District health Centers prepared this TOR.
The following topics emerged as fundamental part to be included in the TOR
5.1. Training for peer educators:
Knowledge on HIV prevention
Participants should be provided with deep & proper knowledge on the prevention and transmission of the HIV virus to recognize and discourage the false beliefs on HIV which create stigma and discrimination in society. The trainer should also briefly explain the current situation of the spreading of HIV in Vietnam.
Communication skills
The participants should be able to discuss on face to face with another young person or in a small group.
5.2. Training for Health workers
Knowledge on HIV prevention
Participants should be provided with deep & proper knowledge on the prevention and transmission of the HIV virus to recognize and discourage the false beliefs on HIV which create stigma and discrimination in society. The trainer should also briefly explain the current situation of the spreading of HIV in Vietnam.
Communication skills
The participants should be able to lead some discussions on HIV with participatory methods.
6-Training method
A participatory training method will be strongly suggested for those courses with many play roles of group discussions.
At the beginning and at the end of the training, participants will have a pre and a post test about HIV knowledge.
a. Responsibility of trainers
Design the training programme, including the training agenda and training contents and send to HI for the 31st December 2009;
Design the training materials, including handouts and/or reference materials to be distributed to participants, pre and post tests and training evaluation questionnaires and send to HI along side the training programme;
Facilitate the training course using training methodology discussed and agreed with HI beforehand;
Produce a document for the trainees with HIV basic knowledge and skills to lead a group discussion
Ensure the quality of the course based on the training objectives through the test results and the evaluation of the trainees after the training course;
Submit training report not later than 15 days after the course ended in English and Vietnamese.
Submit all the materials developed for the training after the course.
b.Requirement for the trainers
National or international trainer who speaks Vietnamese fluently
Strong legal expertise
Strong background in Health Education and HIV prevention in Vietnam;
Strong experience in tutoring, facilitating trainings and presentations;
Demonstrated experience in training material development and report writing;
Computer literacy;
Good English skills (both written and spoken);
c.How to apply
All interested consultants are invited to send a cover letter, an updated resume with examples of relevant past consultancies, and an annex with description of:
Detailed proposed training curriculum, including training schedule. The selected consultant will have the possibility to further expand the proposal in collaboration with HI, however a detailed plan of the training must be submitted. The plan must be maximum 4 pages long; it is to comprise a schedule of the 6-day-training and a detailed explanation about how the candidate intends to develop the subjects defined at point 5 of this document
