The project Technical Assistance Support for Management of Program 135-II (SM-P135) is implemented by the State Committee for Ethnic Minority Affairs (CEM) in collaboration with Niras Finland (consultant company), and under agreement between the Governments of Vietnam and Finland. The project works to improve management of the Program for Socio-economic Development of Extremely Difficult Communes in Ethnic Minority and Mountainous Areas (P135) in order to alleviate ethnic minority poverty.
The project is now seeking applications from Vietnamese nationals for one of its Program Facilitator positions. The position is based in Hanoi with travel to the project’s 8 partner provinces. The likely duration of contract is 16 months with possible extension.
Main responsibilities:
The project supports implementation of demand-driven P135 management improvement activities at the central and provincial levels, with CEM and operational partners taking the lead in activity formulation and implementation. The main focus of the position is thus to provide management and quality assurance support to CEM and central and provincial project partners for design, planning and management of project-supported activities. The extent to which the successful candidate will be allocated responsibility for central and/or provincial level activity support will depend on the candidate’s professional experience, interests and team considerations. The position is one of four Program Facilitator positions within the project’s Advisory Unit.
Requirements:
- Masters degree in relevant discipline (e.g. Public Administration, Rural Development)
- 5 years of relevant professional work experience
- Familiarity with Program 135 and/or other GoV poverty alleviation programs
- Experience with and good conceptual understanding of issues relating to management of large GoV programs, including program and fiscal management; regulatory framework; planning; communication and information; monitoring and evaluation, and; human resource development at central and local levels.
- Experience from ethnic minority support programs/knowledge of ethnic minority poverty is01/29/2010sues
- Experience in co-coordinating and liaising with central and provincial agencies, other stakeholders and beneficiaries
- Participatory approach to collaboration with partners, appreciation of equity issues
- Good communication skills in verbal and written English and Vietnamese
