They are looking for an experienced and dynamic Vietnamese citizen to fill the following position:
PROJECT OFFICER – Adaptation and Risk Reduction (2 posts)

The posts are offered on a fixed term contract, based in Ben Tre or Tien Giang Province
The Role: To implement climate change adaptation and disaster risk reduction project involving partners, communities and sectoral experts in Ben Tre province.
Reports to: Project Coordinator, Adaptation and Risk Reduction – Mekong Delta
KEY RESPONSIBILITIES:
1. Work with the Project Coordinator and the project team in the Mekong Delta to support and implement Oxfam’s Adaptation and Risk Reduction project which includes disaster risk management, water sanitation, livelihoods, action planning, integration and advocacy related activities.
2. Take lead in the documentation process of the adaptation and risk DRR/CCA related project; work with the project coordinator to take the lessons from the project/programme and replicate them across Vietnam
3. Facilitate partners in terms of project activity management, finance management, annual planning, and monitoring following the standards and accountability issues.
4. Responsible for planning and managing all resources required to deliver projects, including people, assets and financial accountability;
5. Assess training needs, develop training curriculum and training materials, facilitate training sessions and follow up the training impact.
6. Conduct KAP (knowledge, attitude and practice) studies to find out the gap, and develop IEC materials, provide communication training, monitor the effectiveness and assess the impact of using IEC materials at household/ community level
7. Work closely with the Committee for Flood and Strom Control (CFSC), WUs, Red Cross, media, NGOs and other stakeholders working in the areas for improving coordination and sharing lesson learning.
8. Produce finance and activity report according to the agreed time frames.
9. Working for emergency response and recovery project, relocating to project areas for about 2 months if necessary.
REQUIREMENTS:
- Vietnamese national
- At least three years experience of implementing development or humanitarian projects.
- Experience in implementing Livelihood or WASH projects ( water, sanitation and hygiene)
- Experience in implementing Disaster Risk Reduction projects will be an asset
- Experience in managing partners- (writing activity proposal and prepare budget for partners, developing monitoring formats, monitoring activity progress, writing monitoring report, providing training, facilitation, support partners/ communities for implementing project activities etc.
- University graduate or public health engineer
- Good understanding and practical experience in application of equity issues (Gender and diversity)
- Written and spoken English and Vietnamese
- Able to live and travel in project areas (Ben Tre/ Tien Giang province)
- Applicants from Mekong Delta will be preferred.
Gross Annual Salary Range: US$ 10,000 – US$ 12,000
