BIPP Project Management Unit
Work Location: Hanoi | Duration: 16 months (full time) | Starting Date: July 2017
Who We Are
The Belgian-Vietnamese co-financed project “Support to the Innovation and Development of Business Incubators Policy Project” (BIPP) was designed to improve the policy framework for technology business incubation, an essential element of increasing the competitiveness of Vietnamese enterprises. BIPP is supporting the Ministry of Science & Technology (MoST) to develop an enabling environment for the establishment and growth of technology business incubators and their Science and Technology (S&T) clients. The resultant changes in policy and legal framework will be field tested through two Technology Business Incubators (TBI) - one in Hanoi and one in HCMC and through a pilot Innovation Fund (Innofund). Best practice and lessons learnt will be captured through a comprehensive monitoring system and the results feedback into further policy development.
BIPP is implemented in full partnership with national research institutions, technical universities, sector umbrella organizations, TBIs throughout Vietnam, pre-incubation and incubation clients of TBIs supported by the InnoFund as well as relevant agencies in MoST. BIPP is implemented by a project management unit (PMU) based in Hanoi. BIPP commenced in April 2014 and will expire in December 2018.
Work Responsibilities
The Administrative Secretary / Translator will be required to perform the following work duties:
Administrative and Secretarial Duties:

Maintain relevant project documentation in the filing system (both electronic and hard copy versions);

Assist in the preparation of meeting documents and meeting notes;

Arrange for meetings with project beneficiaries;

Assist in timely following-up on project beneficiaries periodic reporting;

Maintain data monitoring sheets for project components as assigned;

Undertake any other administrative and secretarial duties as assigned by the Supervisor.
Translation Duties:

Translating of project documents from Vietnamese to English and vise versa;

Verbal translation / interpretation tasks from Vietnamese to English and vise versa during meetings.
Working Hours
The BIPP regular working hours are from Monday to Friday during 08:00 – 17:00.
Work Supervision
The Administrative Secretary / Translator is working under the direct supervision of the BIPP Project Coordinators.
Professional Skills and Competences

Fully computer literate and conversant in all MS Office applications incl. Excel;

Fluency in written and spoken English and Vietnamese language;

Strong organizational skills and able to work with a minimum of supervision;

Target oriented and able to work under time pressure;
-
Strong team player and able to work in a multi-cultural team;
-
Excellent communication skills in both English and Vietnamese.
Education and Experience

University degree in English language or equivalent in higher English education
(i.e. IELTS 7.5, TOEIC 800, TOEFL 100);

Minimum of 2 years of secretarial experience preferably in NGO’s, international organizations and/or in bilateral/multilateral development projects.
