2. Background: Flood Proofing and Drainage for medium-sized coastal cities in Vietnam to adapt to Climate change Project - Disaster Risk Management (DRM) Component
In Vietnam, coastal cities are increasingly threatened by climate change through extreme weather events and rising sea levels. Most of the cities are inadequately prepared for flooding from rivers, the sea and intense rainfall. As a result communities must adapt to a higher flood risk. Thus, the capability of the local population and governmental authorities in responding to emergencies and disasters needs to be strengthened. Frequent and severe flooding increased by climate change will continue to cause damages and losses unless risk reduction and adaptation strategies are implemented on all levels and across all sectors. The aim of the Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) component of the project is to reduce the vulnerability and increase the capacity of the local government and the affected communities to better prepare and adapt to flood risks in the two target cities, Quy Nhon and Tuy Hoa. Supported by the German International Development Cooperation Agency (GIZ) in its cooperation with the Ministry of Construction and the respective People’s Committee of Binh Dinh and Phu Yen, Vietnam Red Cross (VNRC) and German Red Cross (GRC) support the local authorities and civil societies in developing potential synergies between DRM and CCA.
At the beginning of the project (June - July 2014), GRC and VNRC have conducted in 6 targeted wards a Baseline survey to assess the Knowledge, Attitude and Practice (KAP survey) of households in Disaster Preparedness and Response. The selection of areas to survey has been done using a centric systematic area sampling approach, and Door counting with systematic sampling approach has been used for the selection of the households to interview (200 interviewees per wards). The initial results of the Knowledge, Attitude and Practice (KAP) indicated that knowledge and practices of local people in disaster preparedness and response in both Tuy Hoa and Quy Nhon remained poor. This raised the need for developing a checklist for Disaster Preparedness & Response for Households adapted to the local context of Quy Nhon and Tuy Hoa and to enhance the awareness of local population on those precaution and evacuation measures through trainings and communication campaigns. As a result, those activities have been the core of the project implementation at ward and household levels.
In early December 2015, after project activities completion, GRC and VNRC will conduct an End-line KAP survey following the same methodology with that for the Baseline survey to highlight the project contribution and inform one of the overarching project indicators: ‘The share of households in urban areas with high flood risk in Tuy Hoa and Quy Nhon that will comply with the new standardized precaution and evacuation guideline for floods, increases from 0% to 50% in 2015 and 70% in 2016’.
3. Purpose
GRC is seeking the service of a consultant
- To finalize a narrative report on the Baseline survey (not more than 40 pages with appendixes) that follows the agreed format in the Annex 1 (Please note that this report has already been drafted)
- To statistically analyze the end-line KAP survey data collected in early December 15. Statistics will be divided by vulnerable groups with comparisons with Baseline data
- To write a narrative report on the End-line survey (not more than 40 pages with appendixes) that follows the agreed format in the Annex 2
- To prepare and make a presentation (in Hanoi) about the key findings of the surveys highlighting the difference in Knowledge, Attitude and Practice of households in Disaster Preparedness and Response before and after project interventions
4. Outputs/ deliverables
- Data analysis for End-line in excel or SPSS or any other analysis tools available and applicable
- Baseline Report (original version in English and copy in Vietnamese)
- End-line Report (original version in English and copy in Vietnamese)
- Presentation of key findings (original version in English and copy in Vietnamese)
5. Duty Station & Proposed Timeline
The consultant will be home-based and the presentation will be done in Hanoi in the GRC office.
Activities and Timeline:
- Finalization of Baseline Report: 2 days – week 07-11 December 15
- Statistical Analysis of end-line survey data: 2 days – week 14-18 December 15
- Drafting End-line survey Report: 3 days – Draft shared with GRC by the 25th December
- Presentation of Key Results: 1 day (Hanoi) – 7th Jan 16
- Finalization of End-line survey Report: 1 day – week by the 12th Jan
6. Selection Criteria
Essential:
- 3-5 experience/knowledge in conducting both quantitative/qualitative researches/surveys, especially in KAP study
- Previous documented research experience in the areas of Disaster Risk reduction
- Demonstrated ability and skills to analyze and report research findings in a related field
- Good knowledge of MS Word, MS Excel and SPSS software
- Good command of English (written and oral) and presentation skills
- Ability to meet required date of report’s submission
Optional:
- University degree in social sciences and statistics
