The Project “Support to the implementation of the Resolution 80/NQ-CP on directions of sustainable poverty reduction (2011-2020) and the National Targeted Program on Sustainable Poverty Reduction (2012-2016)" (PRPP). The Project is supported by UNDP with cost-sharing from Irish Aid is to provide technical assistance for Ministry of Labor-Invalids and Social Affairs (MOLISA) and other related agencies at central and local level.
The National Assembly, line ministries and other GOVN agencies have reached a consensus on the transition from one-dimensional poverty approach (or income-based approach) to multidimensional poverty approach. The government also reached consensus about the direction for development of a Master Plan on Multidimensional Poverty (MDP Master Plan) and assigned MOLISA to take lead to develop this Master Plan. A National Task Force led by MOLISA’s Vice Minister and joined by leaders from line ministries as membership was formed. The Task Force’s duty is to direct this development process according to Decision 311/QD-LDTBXH.
In the period of 2013-2015, PRPP project has been cooperating with MOLISA and line ministries to develop MDP methodology in Vietnam, This methodology has been consulted with a number of peer reviewers for finalization and submission to the government. MDP dimensions, deprivation indicators and options for minimum living standard (income-based) are included in the proposal on MDP methodology.
In order to support the government in “developing poverty reduction policy framework for the period of 2016-2020” and overseeing the scope of new NTP-SPR design, PRPP project needs to recruit a national consultant to review and rearrange the existing poverty poor household identification system in relation to the aforementioned proposed multidimensional poverty approach.
