Call for Expressions of Interest and Proposal
VN004 – Short-termed Consultant (STC) – Translator(s) to provide translation of the WHO Laboratory Biosafety Manual 4th Edition suite comprising the Laboratory Biosafety Manual (4th edition) core document and seven subject specific monographs.
1. Background:
An effective, safe and secure laboratory service is critical for member states to detect, prevent and respond to public health events. WHO considers biorisk management as one of the core requirements as for member states to meet obligations under International Health Regulations (IHR). Ensuring laboratory biosafety and biosecurity systems are in place is a strategic action of the laboratory focus as outlined in the Asia Pacific Strategy for Emerging Infectious Diseases and Public Health Emergencies III (APSED-III).
The WHO Laboratory Biosafety Manual (LBM) has historically been in broad use at all levels of clinical and public health laboratories, and other biomedical sectors globally, serving as a de facto global standard that presents best practices and sets trends in biosafety. The LBM is a core document for strengthening biosafety systems worldwide. In Viet Nam the WHO biosafety manual is widely used as a core reference document for laboratories and for laboratory trainings.
The 4th edition of the LBM (LBM4) was released in January 2021 and represents a complete overhaul of the previous 3rd Edition. The LBM4 shifts emphasis from a prescriptive/list-based to a risk-based approach. It is nessissary for laboratories in Viet Nam to have access to the manual as well as all the supporting documents in Vietnamese, for best use of the LBM as a reference document for strengthening biosafety systems in Viet Nam.
A translator or translators are needed to provide a translation of the Laboratory Biosafety Manual (4th Edition) core document and the associated seven subject specific monographs from English to Vietnamese. The translation is the purpose of this STC.
2. Work to be performed
To provide written translation of the Laboratory Biosafety Manual 4th Edition suite including the Laboratory Biosafety Manual (4th edition) core document as well as the seven subject specific monographs (Risk Assessment Laboratory design and maintenance, Biological safety cabinets and other primary containment devices, Personal protective equipment, Decontamination and waste management, Biosafety programme management, Outbreak preparedness and resilience).
The quantity of translation is a total of 730 pages.

4. Specific requirements
Previous interpretation/translation experience in the area of laboratory science and infectious disease, with knowledge in the field of biorisk management, including biological risk assessment.

7. Remuneration
The translation fee will be based on UN-EU cost norm rate for English – Vietnamese translation (USD 11 per page of 350 words).
