The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and is being implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.
USAID Saving Species is seeking a qualified Consultant to support the National Assembly to assess the promulgation and implementation of CITES Convention in Vietnam and propose measures to strengthen law enforcement capacity for CITES Management Authority of Vietnam
Below is the summary of the Scope of work (SOW); for more details, please refer to the attached SOW [1].
Overall Goal:
- To support the National Assembly in overseeing the implementation of international commitments and obligations, namely the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
Specific Objectives:
- To assess the promulgation and implementation of CITES regulations in Vietnam
- To propose measures to strengthen law enforcement capacity for the CITES Management Authority of Vietnam.
- To share the plan of the development of the legal framework related to the conservation of wild fauna and flora species, and CITES enforcement to concerned Ministries and agencies
Main tasks & Responsibilities:
- Collect and analyze relevant evaluations concerning the consultation to the National Assembly on the promulgation of legal documents to localize CITES regulations
- Assess CITES enforcement in Vietnam by VN-WEN, and relevant Ministries and Departments
- Consult with relevant stakeholders at central level and in localities; work with wildlife keeping and rescue facilities, conservation centers, breeding farms, processing facilities that have activities related to CITES listed species and CITES management.
- Develop an Assessment Report on CITES enforcement in Vietnam; Summary report on the plan on the development of legislation related to wildlife protection including obstacles and difficulties, proposals and recommendations (particularly on the competence of CITES MA of Vietnam)
- Present the results of the report on information review and assessment; and facilitate discussions in technical meetings, consultation meetings and national workshops
- Synthesize comments, evaluations and findings from the local and central consultation meetings.
- Assist the Committee in the finalization of the Assessment Report

Note: Deliverables are requested to be submitted in both English and Vietnamese as indicated.
Timeline/Working days:
- Starting date: 20th March 2019.
- Ending date: When the assessment report is submitted to relevant Ministries and Departments for review (expected 30th September 2019).
- Total working time for conducting the consultancy work: 52 days
Qualifications/Criteria:
- Bachelor degree in Law/Agriculture/Forestry/Environment or higher.
- A minimum of 10 years or more working in the legal/law enforcement sectors; preferably with experience in CITES enforcement.
- Experience in policy research and assessment.
- Experience in working with state management agencies related to law development at all levels.
- Experience in consulting or participating in developing legal documents, preferably with experience in the law enforcement sectors.
- Experience and skills in teamwork; ability in analyzing and synthesizing reports, give consolidating feedback and responses on policy issues.
- Excellent presentation and legal document writing skills.
- Fluency in office computer skills.
