The socio-economic development plan (SEDP) is one of the crucial tools for local government at different levels to guide and manage all aspects of the socio-economy. The renovation and transition of the economy from centralization to socialist oriented market economy initiated by the Vietnam Communist Party since 1986 has urged the Government to change its ways of guiding and managing socio-economic activities especially its ways of planning at different levels.
In the common trend of planning reform, Nghe An Department of Planning and Investment (DPI) has piloted participatory C-SEDP within programs, projects that have components or objectives related and supporting to planning reform in Nghe An. The terms of reference [1]has been developed to recruit independent consultant(s) to support Nghe An DPI and provincial working group to draft the “Master Proposal for institutionalizing C-SEDP”
