The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 02 qualified Consultants to develop handbook on detecting, investigating and handling of wildlife violations and crimes. The consultants shall work closely with the Police People’s Academy (PPA) in Ha Noi and provinces.

Please find the attached Scope of work (SOW) [1] for more details.

Overall Goal: To strengthen the effectiveness on combating wildlife trafficking through developing a handbook on skills and expertise for law enforcement agencies.

Specific Objective: To develop handbook on detecting, investigating and handling of wildlife violations and crimes;

Main tasks & Responsibilities:

• Develop a Handbook
• Conduct consultation with and get comments from localities.
• Conduct pilot training using the draft handbook
• Conduct appraisal board meeting(s)
• Conduct acceptance board meeting to approval the handbook

Expected Deliverables

Timeline/Working days:

• Starting date: June 2019
• Ending date: When the Handbook is finalised for publication (30 September 2019).
• Total working time: 76 days (8 hours per day) for 2 consultants, 38 days each.

Qualifications and requirements

The consultancy will be conducted by 2 consultants:

• Consultant on Crime Investigation - Team leader;
  
  • A minimum of 10 years working in the Crime Investigation area, preferably in the environmental and wildlife crime investigation;
  • Experience in policy development, research, review and assessment;
  • Experience in capacity building including training curriculum development;
  • Experience in working with law enforcement agencies at all levels;
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
  • Excellent presentation and legal document writing skills;
  • Fluency in office computer skills, English and Vietnamese literacy.

• Consultant on the area related to Penal Code and Penal Procedure Code
  
  • A minimum of 10 years working in the areas related to the Penal Code and Penal Procedure Code in Vietnam; preferably in the environmental and wildlife crime handling;
  • Experience in policy development, research, review and assessment;
  • Experience in capacity building including training curriculum development;
  • Experience in working with law enforcement agencies at all levels;
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
  • Excellent presentation and legal document writing skills;
  • Fluency in office computer skills, English and Vietnamese literacy.
