IDH, The Sustainable Trade Initiative
The mission of IDH, The Sustainable Trade Initiative is to catalyze systemic change through collaborative action and to achieve market transformation for impact at scale. IDH convenes companies, CSOs, governments and others in public-private partnerships. Together we drive the joint design, co-funding and prototyping of new economically viable approaches to realize green & inclusive growth at scale in commodity sectors and sourcing areas. Our approaches are designed to drive sustainability from niche to norm in mainstream markets, delivering impact on Sustainable Development Goals.
IDH is supported by multiple European governments (Dutch, Swiss, Danish and Norwegian) and we work together with over 600 companies, CSOs, financial institutions, producer organizations and governments in 11 sectors (including apparel, cotton, tea, coffee, spices, and aquaculture) and 11 landscapes in over 50 countries worldwide. IDH is a dynamic organization with its Headquarters in Utrecht, the Netherlands, and several overseas offices and hubs in South America, Africa, and Asia, including Hanoi and Ho Chi Minh City. Since commencing operations in Vietnam in 2010, IDH has established strong partnerships with businesses, government and civil society organizations working on coffee, tea, cocoa, spices/pepper, aquaculture and apparel/footwear sectors.
In 2019, IDH plans to initiate a Fabric-scrap Recycle / Reuse Management in Vietnam to demonstrate our lifecycle approach to product management. For this IDH is looking for a partner to undertake a scoping study and current trends analysis which will feed into the further development of the program.
Background
Vietnam's textile and garment industry has been developing strongly and plays an increasingly important role in economic growth of the country. This industry also has a great impact on Vietnam's socio-economic development. At the same time, the textile and garment industry employ more than 1.6 million people, accounting for m ore than 12% of the industrial workforce and nearly 5% of the country's total labor force, and export 37 billion US dollar in 2018.
However, as bad outcome from garment industry, Fabric-scrap can be a serious problem and cost centre for garment manufacturing sector. At this stage, a potential area of intervention is the overall, reduction of Fabric-scrap which can have a positive impact on the input overall costs of specific factors in Vietnam and the garment industry. Fabric-scrap is continuing to be also a major source of pollution with the only options for discarding Fabric-scrap being if sending into landfills or being burnt
Garments manufacturing sector cannot stand outside the circular economy, especially in the context of global economic integration with commitments on ecological and environmental safety standards through free trade agreements. A circular economy is an economic system combating pollution and achieving more sustainable development by reusing and recycling defunct products. Promoting the circular economy for enterprises requires active innovation, investment in modern technology, limiting energy consumption and using raw materials to produce output products capable of being recycled.
Through our work over the last decade, IDH has been engaged on the alignment of key brands and government agencies on issues like raising awareness in both public and private sectors associated with cotton, apparel and garment manufacturing, on a national and precompetitive level
There is an urgent need for collective action from governments, as well as the private sector to address Fabric-scrap and its disposal, especially in country contexts like Vietnam which are heavily reliant on the garment manufacturing industry. While there is a need for policy action and enacting of policies to push for reducing the production of fabric-scrap and encouraging private investment on fabric-scrap recycling, the private sector must also find ways to innovate, adopting business models that reduce downstream impacts of their products.
Thus, IDH need to work with our partners on product life cycle management (PLM) in this sector in Vietnam. PLM are a broad set of business processes and supporting tools which could improve the way our partners manage their product development. There are several aspects to PLM and in 2019, IDH is looking to focus on fabric-scrap generated by the Garments Manufacturing Sector in Vietnam.
IDH is looking for a consultancy firm or partner (s) to develop and implement the Vietnam Fabric-scrap Management program:
Vietnam Fabric-scrap Recycle / Reuse Management Program
Objective:
The objective of the assignment is to support the development of Fabric-scrap Recycle / Reuse Management Program in Vietnam that promotes collaboration of between the public and private sector. The program will work on collaborative & implementing together joint solutions to reduce the production and encourage product lifecycle management techniques including recycling the recycle of fabric-scrap. It will also work to and encourage the private sector investment in fabric-scrap recycling.
Tasks
- Sector review existing initiatives, programs, projects working on Fabric-scrap Recycle / Reuse Management in Vietnam, and potential synergy with them.
- Review the current policy, regulation and tax system related to Fabric-scrap Recycle / Reuse Management, and propose recommendation for improvement in answer to the question – what are the key policy and legislative restrictions on Fabric-scrap Recycle / Reuseat scale?
- Conduct a review of Fabric-scrap Recycle / Reuse technologies and companies in Vietnam and abroad and identify challenges and opportunities for promoting Fabric-scrap Recycling; map and identify access to finance to invest in Fabric-scrap recycling.
- Reducing fabric-scrap in general (higher efficiency driving projects)
- Identifying Investment opportunities in recycling facilities (for polyester & cotton to be re spun / woven)
- Identifying opportunities on reuse options, such as toys, mats, stuffing, or clean/responsible burning ...
- Identify the sectors and garment companies that provide significant amount of Fabric-scrap and develop strategy to reduce their footprint.
- Map who may be potentially partners, included both buplic and private sectors, in program implementation
- Identify the potential government partners that will engage and provide political support for the program.
- Identify and approach the potential donors who may be interested in supporting the program in the long-term (from 2020-2025)
- Develop Vietnam Fabric-scrap Recycle / Reuse Management Program that may include relevant NGOs, government agencies and companies committed to Recycling Fabric-scrap. This includes the selection of at least 10 business cases of Fabric-scrap Recycle / Reuse
Expected deliverables
A report detailing information on each of the requirements, and with clear options and timelines for the development and implementation of a Fabric-scrap Recycle / Reuse Management Program. The report should include: Implementation plan of the selected options for a Vietnam Fabric-scrap Recycle / Reuse Management Program (based on agreement with IDH) developed with committed engagement of relevant government agencies, NGOs and an agreed number of garment factories by 31 November 2020.
Requirements
The consultancy firm or partner(s) will be selected on the following criteria:
- Experienced and knowledgeable in the Vietnam Garment industry
- Experience in developing and implementing a similar program in Vietnam.
- Strong knowledge and understanding of the current garment sourcing production and Fabric-scrap used for heating or sent to landfill situation in Vietnam
- Strong track record and background in environmental and/or social sustainability. Demonstrated experience in projects dealing with Fabric-scrap Recycle / Reuse in Vietnam will be an advantage.
