REQUEST FOR EXPRESSIONS OF INTEREST
Consulting Services: GIS data development for RE mapping - Collection of Data relating to Wind measurement and Planning
Package 2.2.4.a
1. The Socialist Republic of Vietnam has received a Grant from the State Secretariat for Economic Affairs SECO (TF098460) through the World Bank for the Renewable Energy Development
Project (REDP) and intends to apply part of the Grant to payments under a contract for GIS data development for renewable energy mapping – Collection of data relating to Wind measurement and Planning – Package 2.2.4.a.
2. The Renewable Energy Development Project is being implemented by the Ministry of Industry and Trade (MOIT), through the General Directorate of Energy (GDE). The GDE will recruit one consulting firm to implement the assignment including: (i) Collecting and digitizing data related to wind energy development in Vietnam; (ii) Technical advice on the creative activity of GIS of wind energy development which will be integrated to the Renewable Energy Database for Vietnam; and (iii) Proposed mechanism for data management of wind resources and wind power projects for MOIT. The assignment is expected to be implemented during March to July 2015 requiring about 10 man-months of locally experienced experts.
3. The GDE now invites eligible consultant firms to indicate their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, demonstration of experience in similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firms may associate to enhance their qualifications. In case of forming an association, consultant firms should indicate in their Expression of Interest whether they will associate in the form of joint venture or sub-contract. It is noted that in case of joint venture, all members of the joint venture shall be jointly and severally liable for execution of contract and one member shall be appointed to represent the joint venture.
4. A consulting firm will be selected through the Consultant Qualifications Based Selection (CQS) method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, dated January 2011.
5. Interested consulting firms may obtain further information at the address below from 8:30 to 16:30 on regular working days.
6. Expressions of interest must be delivered by email, fax or hard copy to the address below before 16h00, February 2nd, 2015.
