Consulting Services for Small Hydropower Mapping and Planning
Local Consultant Firm
1. The Socialist Republic of Vietnam (hereinafter called “Borrower”) has received financing from the International Development Association (IDA Cr.4564-VN) through the World Bank for the Renewable Energy Development Project. The borrower intends to apply part of this credit to payments under a contract for Consulting Services on Hydropower Mapping and Planning.
2. The REDP Project is being implemented by the Ministry of Industry and Trade (MOIT), through the General Directorate of Energy (GDoE). The GDoE will recruit one local consultant firm to provide services to MOIT and relevant stakeholders in implementation of the consulting services for Small Hydropower Mapping and Planning. The consulting services (the services) include:
(i) Digitizing and creation of a geographic database (GIS) of existing small and large hydropower in Vietnam;
(ii) Building up of complementary Geographic Data, initially focusing on globally available data; and
(iii) Creation of GIS capacity with the Hydropower Department of MOIT to host, operate, maintain, and extend the geographical database for planning of small hydropower; This consulting service will commence from June 2014 and expected to be completed in December, 2015 as scheduled.
3. The GDoE now invites eligible local consultant firms to indicate their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, demonstration of experience in similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firms may associate to enhance their qualifications. In case of forming an association, consultant firms should indicate in their Expression of Interest whether they will associate in the form of joint venture or sub-contract. It is noted that in case of joint venture, all members of the joint venture shall be jointly and severally liable for execution of contract and one member shall be appointed to represent the joint venture.
4. A local consulting firm will be selected through the Consultant Qualifications Based Selection (CQS) method in accordance with the procedures set out in the World Bank’s Guidelines:Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006 and May 2010).
