I.Background
The Forest Stewardship Council (FSC) certification has typically focused on the certification of timber products sourced from sustainably managed forests as determined by a set of principles and criteria. Under the Forest Certification for Ecosystem Services (ForCES) project, the idea of expanding FSC to include additional ecosystem services (such as carbon, water, biodiversity and others) will be tested across 4 countries; Vietnam, Chile, Indonesia and Nepal. Essential to this is the development of suitable measurable compliance indicators which will be incorporated in FSC national standards in the pilot countries and compliance with the FSC International Generic Indicators (IGIs).
Referring to that this TOR is developed and using by the project for recruiting 02 experts/ expert team to developing the draft of FSC National standard for Vietnam.
II.Objective
The main objective of this assignment is to developing the draft of FSC National standard for Vietnam. From the work, the gaps between current national standards and IGIs will be identified aiming to develop FSC National standards for Vietnam.
III.Tasks
1.Agree with PM and SDG on the detail plan and required output.
2.Complete the transfer matrix, in which all the indicators of IGIs will be accessed, compared with the existing national indicators and transfer into draft national standard with suitable justification;
3.Develop the FSC national standard for Vietnam version 0.1
4.Revise the draft 0.1 based on the comments and feedbacks of the SDG members and other relating stakeholders and comply the draft 1.0 for the first stakeholder consultation;
5.Follow up all national standard development process, support to design the pilot test and facilitate the consensus process.

V Timeframe
4 months; to complete all tasks before December 2015 with extension if required
VI Requirements
- Have Msc. or PhD. in Forestry and relating field;
- Have excellent knowledge and skills in sustainable forest management and forest certification and have at least 10 years practical experiences in field of sustainable forest management and certification;
- Have good experiences in developing the indicators for sustainable forest management.
- Be able to compile the standard in English and use English in the discussion with the relating stakeholders.
- Good group works and able to meet deadline.
VII Application
