Funded by USAID and implemented by RTI International the Pathways Project will focus on mentoring local capacity building lead agencies, strengthening organizational and technical capacity of civil society organizations (CSO), and developing replicable and effective community-based services provided by and for people most-at-risk of and living with HIV infection in Vietnam. RTI is looking for qualified and dynamic Vietnamese national for the position of HIV Capacity Building Manager based in Hanoi.
Responsibilities:
- Lead the management and monitoring of technical programming around HIV technical capacity building, ensuring the activities address prevention among most-at-risk populations (MARP) and their intimate partners; care and support for MARPs, orphans and vulnerable children (OVC), people living with HIV and AIDS (PLHIV) and their families.
- Participate in the selection of a strategic mix of sub-grantees, ensuring targets and activities contribute to the national response on HIV among MARPs.
- Serves as the project lead for HIV capacity building and training assistance to local capacity building lead agencies (LCBLA) and civil society organizations (CSO).
- Support the LCBLA to provide training and information for PLHIV and care providers.
- Provide technical assistance for designing innovative and affordable responses to the specific needs and vulnerabilities of MARPs and their partners.
- Lead processes designed to establish broader service provision networks and collaborative planning among CSO for improved service delivery.
- As part of the overall organizational assessment process, assess technical capacity of implementing partners then develop customized capacity building plans with each sub- partner and provide or broker individualized training, mentoring and on-site support for implementing partners for their various technical areas of need.
- Provide technical assistance to enable CSO to analyze and use their own data for decision making and ensure they are able to explain it to others in the community to promote meaningful involvement.
- Collaborate with LCBLA to increase understanding of national and local epidemics and appropriate responses and interventions.
- Participate in regular technical reviews with LCBLA and CSO to discuss promising models and share technical updates.
- Manage technical partnerships and linkages with government of Vietnam agencies, donors, NGOs and other related sectors at central and provincial levels
- Represent Pathways, participate in technical forums and program coordination mechanisms at the national land provincial levels
Qualifications:
- Masters Degree in Public Health or relevant social science field from an accredited university and 6 years’ experience in HIV prevention with most-at-risk populations (MARPs) in Vietnam.
- Minimum of 3 years experience designing and implementing projects focused on providing technical assistance on HIV prevention, care, and treatment for MARPs and organizational capacity building in Vietnam
- Knowledge and experience in developing and applying PEPFAR ‘s continuum of prevention to care and other international and national best practices for MARP and PLHIV
- Experience designing and implementing innovative approaches to local CSO sustainability in Vietnam or other developing countries; experience with HIV policy/advocacy an asset
- Experience and understanding of HIV gender and stigma and discrimination frameworks
- Significant involvement in the implementation, monitoring, and evaluation of similarly-sized international donor supported programs (experience with USAID-funded programs highly preferred).
- Experience with USAID performance management, grants and subcontracts management, and contract reporting requirements is desirable.
- Must possess excellent oral and written communication skills including fluency in English, and strong organizational and interpersonal skills.
