Knowledge and Learning Officer

In light of the importance we place on evidence-based research and analysis, we are seeking a Knowledge and Learning Officer who will support and lead tasks related to research, evaluation and learning activities. The Knowledge & Learning Officer will work under the general direction of the Regional Knowledge Manager under the Knowledge & Learning Component of EMW’s portfolio, primarily focused on WASH, but also education and health. This role will involve working closely with our implementation teams to document and capture lessons learned, as well as working closely with local and international partners (e.g. government stakeholders, other NGOs, and donors). The Knowledge and Learning Officer will be part of a team responsible for scaling EMW’s WASH program in Vietnam under a new grant over the next four years.

Location: Ha Noi with occasional travel to field locations
Reporting: Regional Knowledge Manager
Contract Duration: Indefinite - Desired start date: March 15, 2018
Tasks/Responsibilities:
- Assist the Regional Knowledge Manager to implement and strengthen the K&L component under EMW’s WASH program, with some support for EMW’s education program
- Assist Regional Knowledge Manager by leading background research, desk review, and scoping studies
- Assist Regional Knowledge Manager to lead evaluation activities, particularly qualitative data collection through interviews with various stakeholders
- Support the maintenance of administrative systems such as budgeting, logistics and procurement
- Provide translation and interpretation as required, both orally and in written form
- Coordinate with EMW operational teams, Monitoring and Evaluation team, and local implementing partners, including government stakeholders
- Carry out project donor reporting and project updates
- Travel to the project fields
- Cooperate with consultants or experts to conduct field work related to Knowledge & Learning activities
- Attend meetings, conferences and assist the Regional Knowledge Manager to organize learning workshops and prepare learning materials/notes.
- Maintain Knowledge & Learning resources such as EMW’s Dropbox file-sharing system
- Provide communications support to ensure EMW’s research and implementation activities are well-publicized. This may include updating social media accounts, EMW’s website, etc.
- Carry out any other duties that may be assigned from time to time by supervisor
Qualifications
- Degree in relevant discipline;
- At least 5 years of experience working for NGOs or international organizations, ideally in a research role, strong experience with community development projects;
- Demonstrated analytical and writing skills;
- Strong oral communication skills;
- Strong attention to detail and ability to follow-up independently;
- Experience in coordinating activities related to field trips, workshops, trainings;
- Fluent in verbal and written English and Vietnamese;
- Previous experience working with government partners highly valued;
- Good contextual knowledge of water and sanitation issues in rural communities, constraints and realities a plus;
