Position: Policy and Campaign Support Officer Consultant
Contract duration: 06 months, tentatively from February 1st 2015–July 31st 2015
Supervisor: P&C Manager Duty station: AAV Hanoi office with travel when required
Key working relationship: All AAV staff and Partners

1. General Context
Founded in the United Kingdom in 1972, ActionAid (AAI) is a unique international organization, working with over 25 million people in more than 40 countries for a world free from poverty and injustice. ActionAid's head office is in Johannesburg. ActionAid is the only large international development organisation with head office based in Africa, with offices in Asia and the Americas connecting ActionAid's work in Europe.
ActionAid started working in Vietnam since 1989, established its Representative Office in Hanoi in 1992. Since then, it has been focusing the work to end poverty and promote sustainable development in mountainous, remote and difficult regions as well as poor urban areas across Vietnam. ActionAid Vietnam works in partnership with local partners in different provinces and applies Human Rights Based Approach to its entire works.
2. Deliverables of the Consultant
- Assigned activities are performed with quality and within timeline
- Coordination and cooperation with partners at LRPs and national levels are carried out effectively
- Monthly updates are delivered on time and with quality
- All communications need to copy to Line Manager or should be agreed before distribution.
- Other supporting tasks should be delivered with quality as agreed with Line Manager
3. Scope of work
The key responsibility of the Consultant is to provide supports to overall operation of Policy & Campaigns Department, wich including the specific tasks as follows:
Department administration and reporting
- A good filing system of P&C department’s reports and documents is maintained and updated
- Department team’s work plan is set up, maintained and updated
- Requested department’s documents and communication are translated in high quality and in a timely manner
- Good quality interpretation is provided as needed
- P&C department updates and reports are compiled and consolidated timely and properly
- Logistics, administrative arrangements and taking minutes for national trainings/events are handled with good quality
- Meetings, travel, and other administrative tasks are efficiently planned and executed
Provides assistance to projects managed by P&C department
- TORs, MOUs and contracts with partners are conducted
- Inputs for project planning and LRP planning are provided
- Contracted consultants are facilitated.
- Project finance management is supported to ensure all the expenditures are in accordance with the approved plan, budget and regulations.
- Trainings, workshops are well supported to improve partners’ knowledge, technical skills, and management capacity.
Coordinates and communicates P&C department activities
- Compilation, consolidation and follow of P&C Dept Annual Plan and Budget, Functional Action Plans are supported.
- Monthly meeting of P&C Dept is scheduled, minutes are taken, follow up actions are reminded for related staff
- Information regarding the progress and operation of department activities are updated and informed to partners, relevant people and functions
- Integrated Calendar of events of P&C Dept is maintained and updated
- Relevant reports and documents are shared within team members and circulated with other functions and departments.
Supports to maintain partnership at national level
- Meetings with national partners are carried out
- Supports for coordinating and communicating with national partners in implementation of project activities are provided
- Follow up agreed actions with partners are carried out
Advocacy and networking
- Active supports in policy research and advocacy are carried out
- Active participation in working groups, networks, campaigns carried out.
Compiles documents and reports
- Supports to prepare for regularly project reports and filings are carried out
- Updated report is submitted to line manager monthly
- Project documents are collected and compiled
- Project documents are well stored in both hard and soft copies.
Other
- Other tasks as assigned by line manager are well performed
4. Required qualifications
Education: University degree in social science, political science or relevant field
Work experience: At least 2 years of working experience in development works. Experience with development projects and/or INGOs would be an advantage
5. Technical knowledge/skills
Sound understanding of development work, research and participatory approaches; Proven negotiation, facilitation and presentation skills; Report and proposal writing skills; Advanced English-Vietnamese and vice versa interpretation and translation skills.

8. Budget
The consultant will be paid with the rate range of 600,000VND to 700,000VND per working day based on the working experience on monthly basis.
The rate is including PIT and insurance coverage except for 24/7 Accident Insurance which is covered by AAV. Other terms and conditions are as per the Consultant policy by AAV.
