The Clinton Health Access Initiative (CHAI) works to help build the public health system’s capacity to address the HIV epidemic in Vietnam. We work in particular to strengthen care and treatment programs, improve the laboratory system, and address prevention of HIV transmission from pregnant women to their children.
CHAI seeks to hire a full-time PO to support, improve and monitor the capacity of health workers to provide gender-sensitive counseling services to children and adults before and during the HIV testing and care and treatment services. The PO will report to the Program Coordinator.

Main Responsibilities
The PO has a high level of responsibility to improve counseling quality, both via on-site work and during national trainings and guideline development.
- Program management
- Act as a focal contact for counseling and gender sensitivity program
- Provide advice to CHAI’s pediatrics team on all aspects of program design and implementation related to counseling and gender sensitivity.
- Maintain a close working relationship with government partners such as Vietnam Authority of HIV/AIDS Control (VAAC), Provincial AIDS Committees (PACs) and international organizations in order to successfully carry out the program objectives together.
- Coordinate with program team in preparing quarterly and annual reports.
- Training, Mentoring, Monitoring and Evaluation
- Provide HIV treatment adherence and disclosure trainings
- Provide technical guidance, management and capacity building supports to provincial implementing agencies in the design, implementation, monitoring and evaluation of counseling related program activities.
- Monitor activities in the field to ensure effective implementation
- Communication and translation
May be required to translate for the clinical advisor and other foreigner staff, as needed, and to liaise and negotiate with local partners in provinces.
Skills and Experiences
Required:
Medical, public health, or social science (e.g. psychology) background, preferably at the Masters degree level.
- Two years experience in implementing health or development programs
- Ability and enthusiasm to learn and willingness to contribute to a dynamic team
- Fluency in Vietnamese and English
- Excellent interpersonal skills
- Proven ability to problem solve and think proactively
- Ability and willingness to travel for extended periods in remote and difficult areas
- Good computer skills, especially with Microsoft Word and Excel, and in internet-based communications
Preferred:
- Understanding of HIV/AIDS care and treatment
- Familiar with NGO work in Vietnam
Salary: Based on skills and experience.
Duration: 12 months and extendable based on performance
