“Wastewater and Solid Waste Management in Provincial Centres” (WMP) is a programme aims to improve the conditions for sustainable wastewater disposal and solid waste management through advisory services to the Ministry of Construction (MoC), local governments and service providers.
The programme is looking for a qualified local professional for the position of Programme Officer - Knowledge management/ Organizational development advisory
Duty station: Hanoi, Vietnam
Duration: Initially till December 2017
Main responsibilities: Manages operations in the field of the wastewater management in close collaboration with partners and other stakeholders in developing its capacity and knowledge management:
- Oversee capacity development for Vietnam Water Supply and Sewerage Association (VWSA) staff and key partners and collaborators;
- Develop a knowledge management strategy and associated implementation plan in consultation with VWSA and WMP management; Design tools, processes and practices for knowledge sharing and networking;
- Create a mechanism for capturing and documenting key successful interventions;
- Support VWSA in the development of an operational knowledge management system;
- Ensure regular update and the easy access to an up-to-date database of publications, templates, manuals, lessons learns and best practices in wastewater management;
- Provide two-way access to the knowledge of Universities, Research Institutes and entities of higher education, industry and economy;
- Assure an efficient coordination and communication work with VWSA and MoC, specifically in training modules development for VWSA;
- Plan, design, organize and conduct interactive learning, training, and information dissemination events;
- Assists the programme planning and progress reporting.
Minimum requirements
- University or master degree in Communication, Education preferably with water-related experience;
- Minimum 5 years of professional working experience in subject-related position;
- Experience in programme implementing related to training/ capacity building initiatives, knowledge management;
- Experience in the water and waste water sector, development assistance framework is a plus;
- Experience with library and archive systems and the production of documents for publications is an advantage;
- Excellent analytical skills; experience in conceptualizing, organizing and facilitating workshops;
- Strong communication, interpersonal skills; demonstrate team work ability, dynamic, self-motivated character;
- High level oral communications and writing skills in both English and Vietnamese, German is a plus;
- Good working knowledge of internet skills (website management, publication).
