- Vacancy: Project Officer – Forecast Based Financing Project Officer
- Based in: Ha Noi
Main Responsibilities:
The FbF Project Officer in Hanoi is a member of DRR&ER team and is responsible for overall project planning and implementation of the Forecast-Based Financing Project, a humanitarian project funded by ECHO through FAO in Gia Lai Province. In addition to this role, the post holder is expected to contribute in our humanitarian response, in the event of any disaster in Vietnam, by providing an interim management support for any specific project or activities as designated DRR and Humanitarian Program Manager.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Project Implementation and monitoring:
- Implementation of project activities
- Responsible for the implementation of the all activities in the Drought Forecast Based Financing project with focus on Food Security/Livelihoods (FSL) and WASH in partnership with partners within the NGOs Consortium.
- Contribute to effective and timely implementation of the DRR/FbF interventions and initiatives with communities and partners.
- Closely work and support Provincial Management Board (PMB) in project planning, implementation and monitoring
- Mobilize and sensitize representatives from local Government and other stakeholders to proactively take part in strengthening community resilience to shocks.
- Develop and impart necessary trainings for staff, community members and partners related to DRR/CCA, early forecast and early action planning strategies and community based approaches.
- Jointly with partners carry out vulnerability and capacity assessment exercises and develop and update hazard risk maps, simulation exercise of early action plan (SoP).
- Develop and maintain networks with external actors in the Triangle and across the border on DRR, Early Warning/Early Action and emergency response/recovery.
- Support the contingency planning process including cross border disaster preparedness and response interventions, gender mainstream in FbF and early action planning, child safe guarding.
- Liaise with the Project Manager to effectively support the project to carry out all measurements – baselines, assessments, designs, monitoring and evaluations - in
- accordance with SC’s established standards, policies and procedures.
- Coordinate with the Project Manager and MEAL Officer to ensure that appropriate controls, monitoring and evaluation tools are in place and being utilized in a timely
- manner in the project measurement.
- Monitor and support the timely and appropriate utilization of budgeted resources
- Participate in concepts and proposal development and general resource mobilization/acquisition.
Financial Management:
- Prepare the sub-grant to partners based on the agreed activities, releasing the sub-grant, monitoring the sub-grant and in submitting sub-grant finance report.
- Ensure that SCI finance and procurement policies and procedures are strictly followed by project staff and implementing partners. Report to FSSD any suspected violation of SCI finance and procurement policies and procedure for proper investigation.
- Facilitate the delivery of direct finance and procurement management support to implementing partners by the finance and procurement team by integrating finance and procurement orientation during kick-off meeting with partners, organizing a regular finance visit and if needed organizing a finance and procurement training to partners during project implementation
Qualification & Experience:
- At least 3 years’ experience in an NGO environment, including experience implementing programs in related fields
- Bachelor’s degree in community develop, social work, environment or related field
- Be experience in working in Gia Lai and emergency response.
- Experience in FSL and/or WASH is desired.
- Good understanding of challenges facing vulnerable children and communities in Central Vietnam regarding DRR, Emergency response and resilience.
- Commitment to humanitarian principles/accountability frameworks, especially for work with vulnerable populations
- Ability to work effectively with people of diverse backgrounds.
- Good knowledge/experience of effective budget monitoring
- Good skills in communicating in English and Vietnamese.
- Good interpersonal skills.
- Commitment to and understanding of SCI aims, values and principles including rights-based approaches.
