SENIOR MONITORING AND EVALUATION OFFICER

CARE in Vietnam works innovatively with national partners focusing on remote ethnic minority women and socially marginalized people. We are looking for a Senior Monitoring and Evaluation Officer (M&E) to join our team based in Ha Noi with travel to project sites as required
Key responsibilities will include:
- Responsible for setting up and operating M&E system of assigned initiatives/projects;
- Development of M&E tools and methods
- Facilitating and/or providing technical supports to the planned Monitoring, Evaluation, Learning and Impact (MELI) activities
- Take lead of planning and conducting MEL capacity strengthening activities for partners and other relevant stakeholders
- Contribute to the development of relevant guidelines, methods, models and tools for MEL, and the implementation of capacity and learning plans at organizational level
Required qualifications:
- University Degree or master’s degree in related fields
- Strong knowledge and experience in monitoring and evaluation of development programs
- Good inter-personal and communication skills
- Good facilitation, training skills and team work;
- Experience with research.
- Good analytical and report writing skills.
- Understanding and experiences with the CARE’s strategies is an advantage: rights based approach, gender, partnerships and advocacy.
- Demonstrated ability in facilitation skills and conducting participatory training
- Excellent written and verbal communication skills
