Vietnam’s state budget allocation for the education-training sector was 14.2% in 2018 and 14.03% in 2019, per the government’s report, and such rates were lower than the minimum allocation of 20%, per the Law on Education 2019’s Article 96, the National Assembly (NA) discussed at its session on June 13 of the ongoing ninth meeting. NA deputies added that the spending on vocational training was only 96.2% of the target and that on science technology was 91%, or 0.76% of the state budget. NA Deputy Bui Thi Quynh Tho from central Ha Tinh province demanded relevant authorities to address the problems of spending on such sectors below the target. NA Deputy Nguyen Truong Giang from the Central Highlands province of Dak Nong proposed the government set clearer definitions on spending on education. He also suggested different educational spending on localities, explaining that major cities, such as Hanoi and Ho Chi Minh City, utilize resources from the private sector, while needy areas will rely more on the state budget. The NA also discussed other topics, including the sector’s adaptation to the coronavirus disease 2019 (COVID-19) by applying distance teaching and compilation of new textbooks, and others.
