Acquisition Expert
Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Provincial People’s Committee (PPC) of Cao Bang and a number of technical line ministries and departments by delivery of international and national TA and capacity building to implement the initiative called “Developing Business with the Rural Poor”, which is part of a province-wide programme in the Cao Bang province - predominantly designed by- and financed through- loan support from the International Fund for Agricultural Development (IFAD), commenced in mid-2008.
The recently launched project VIE/029 - “Technical Assistance” (TA) towards “Developing Business with the Rural Poor in Cao Bang” has a planned duration of 3 years.
Lux-Development Support Team lead by a Chief Technical Advisor (CTA) is looking for candidates to fill the following positions:
01 ACQUISITION EXPERT (AE)
Key responsibilities:
-Under the supervision of CTA, the main function of the assignment is to prepare, compose, submit, monitor, and evaluate relevant Lux-Development (LD) service contracts in compliance with LD acquisition procedures and the Vietnam Law.
- Together with his/her government counterparts, the main functions of the consultant’s work are as follows:
- Assist and develop the capacity PPMU staff, in particular personnel in charge of acquisition (including district and commune level)
- Assist the PPMU in preparing relevant acquisition contracts as per IFAD guideline and in compliance with the Vietnam law
- Assist the PPMU in managing the programme’s operations concerned with the assistance for selection of projects to use the Commune Investment Funds (CIFs) and for preparation of district socio-economic developments plans (SEDP).
- Assist with the Monitoring & Evaluation of project outputs, outcomes and impacts
- Other tasks that may be required by the CTA.
Minimum Requirements:
- Bachelor degree (Masters degree would be an asset) in Law, Economics and Planning, Business Administration, or related fields, having background in project management and/or Engineering would be an advantage
- At least 3 year experience in advisory work, prior working experience in international donors’ projects (ODA) would be an advantage
- Familiar with SEDP and Participatory Rural Appraisal tools (PRA)
- Broad experience in capacity development and organizational learning
- Fluency in English, both written and spoken
- Proficient with the MS Office package, and Internet use
- Excellent communication skills
- Innovative and creative, team player
- Willingness to work in a remote rural mountainous area of Vietnam
DURATION OF CONTRACT: One year, renewable (with two-month probation)
REMUNERATION:
- Salary, social and medical insurance: as per Lux-Development’s practices;
- Housing allowance: 150 USD/month for those who reside outside Cao Bang;
- Transportation support: project provides bi-monthly shuttle from Cao Bang to Hanoi and vice versa
DUTY STATION: Cao Bang, Vietnam with frequent travel to districts and communes.
